With the development of city,the growth of economy connect with the input of material and energy,especially the model of economy which drive by industry.This makes our society growing quickly,while the problem of pollution become more urgent.The material flow and energy flow input in city driven by information flow,finally the material flow and energy flow transform into solid waste,gas emission and heat.This article researches the Yicheng city,build Yicheng's index system based on material flow,energy flow and information flow,then building the models of material flow,energy flow and information flow.Three scenarios called base trend,the development of secondary industry and the development of tertiary industry are set by the trend of Yicheng's development,the priority of developing secondary industry,the priority of developing tertiary industry.We use that models to simulate the development of Yicheng,finally using another model assesses the sustainable development of Yicheng.The result shows that the past development was not sustainable.The base trend scenario shows the ability of development goes down first and then it becomes gently.The secondary industry scenario shows the ability of development goes down.The tertiary industry scenario shows the ability of development goes down and then up again.The proportion of secondary industry and the growth rate are the important factor that leads ability of development down.As for the sustainable development in Yicheng,it should develop the tertiary industry mostly and the secondary industry partly,that way can reduce the carbon emission,pollution and the input of energy,so Yicheng's ability of development can improve quickly.
