Problems And Countermeasures In The Grassland Ecological Civilization Construction Of Xilin Gol League

Xilin Gol Grassland,one of the four prairies in China and the main natural grassland in Inner Mongolia,has meadow grassland,typical steppe,desert and semi desert grassland,sandy land sparse grassland and river valley wetland ecosystem.As the nearest grassland pastoral area from the capital Beijing,it is an important ecological security barrier in northern China.The study of problems,reasons,and countermeasures in the grassland ecological civilization construction of the Xilin Gol League has great significance for the promotion of the ecological civilization construction of the whole league and the whole country.Since the 18 th National Congress of the CPC,the CPC and the government have attached great importance to the ecological civilization construction by involving it in the five-in-one overall layout,and put forward the goal of building a beautiful China.On the basis of previous research on the grassland ecological civilization construction,and in the principle of comprehensive management of mountain,water,forest and farmland,this paper,from the perspective of grass management and by way of literature analysis and field investigation,studies the problems and countermeasures in the grassland ecological civilization construction of Xilin Gol League.The paper illustrates the basic concepts,construction indicators and basic theories and introduces the importance and urgency of strengthening the grassland ecological civilization construction.Specifically,the grassland ecological civilization construction is the inherent requirement of promoting the construction of a beautiful China,the proper meaning of realizing the people's yearning for a better life,the significant measure of practicing the idea of “Green mountain is the golden mountain” and making a comprehensive fight against the pollution,and the strategic move to carry out the green development.From the decrease of natural resources,the serious pollution and the severe degradation of the ecosystem,this paper illustrates the urgency of grassland ecological civilization construction.By combing the present situation of ecological civilization construction,this paper summarizes the situation and achievements of ecological civilization construction in Xilin Gol League Grassland,and proposes eight problems such as the lack of ecological civilization consciousness,the severe deterioration of grassland ecological environment,and the low level grassland ecological civilization construction.Also,the reasons are analyzed from four aspects such as insufficient attention,lack of strict enforcement of relevant laws and regulations,and imperfect system and mechanism.Then countermeasures and suggestions are put forward,that is,improving the consciousness of grassland ecological environment,enhancing the ability of policy enforcement,building a complete system of grassland ecological civilization,and creating a scientific and rational operation mode of the grassland ecological civilization.What's more,it innovatively puts forward to develop an evaluation and assessment system of grassland ecological civilization construction including annual assessment,mid-term assessment and five year assessment.Besides,the market mechanism is advocated,that is,the government purchases services from the social forces to guide the public to participate in the construction of grassland ecological civilization,and thus promote the sustainable development of grassland ecological civilization in Xilin Gol League.
