The Problems China Is Facing In The Construction Of Eco-civilization And Its Countermeasures

The history of the development of human society is a condensed ecological environment history with the rise and fall, and also is a history of the rise and fall of human civilization along with the ecological environment. In the21st century, the increasing deterioration of the ecological environment has become an indisputable fact, economic and social sustainable development face severe challenges, affects seriously the survival and development of human beings. Human started to realize that we must seek a new development model to survive and develop, and establish a brand-new type of civilization and social development. Ecological civilization has emerged.At present, human society is from the industrial civilization to the green ecological civilization transformation. In this transformation process, all countries in the world which pay unremitting efforts, has made great achievements. In China, under the correct leadership of the Chinese Communist Party, under the call of The Report of the17th National Congress of CPC, go on the road of development of ecological civilization, and actively promote the world to build ecological civilization. The Report of the18th National Congress of CPC took the construction of ecological civilization as an important part of the construction of socialist modernization with Chinese characteristics, constituted the new layout for the unity of five aspects with economic, political, cultural and social construction, and clearly put forward to build a beautiful country, and achieve lasting and sustainable development of the Chinese nation. This shows that the further deepen understanding of the overall layout of socialism with Chinese characteristics; the ecological civilization construction referred to an unprecedented height, but also highlights the Chinese responsible spirit for the descendants and for the world.This paper insists on advancing with the times, close contacts with the current theory research hot topic,learning and carrying out the spirit of the18th National Congress of CPC, adopts the document research method, the combination of substantive and canonical analysis, comparative research method and quantitative analysis and qualitative analysis respectively, explores and researches on the problems of China’s ecological civilization construction, in order to wish to contribute for the current and the future of the practice development of China’s ecological civilization construction. This paper is divided into five parts.Chapter for the preface, the study described the background and significance, the goals and methods, the important and difficult and innovative points, and the deficiencies of research in this article.The second section is about the core concepts and the significances of the ecological civilization construction. Firstly, define the important concept, such as ecology, civilization, ecological civilization, ecological civilization construction. In order to lay the foundation for the following concrete analysis; secondly, put forward the great significances of the ecological civilization construction, which is an important content of the construction of socialism with Chinese characteristics, an essential requirement to build comparatively well-off society in the round and the only way to achieve the sustainable development of society.The third section is about the problems and causes China facing in the construction of Eco-civilization. Since the reform and opening up, under the correct leadership of CPC, the ecological and environmental protection work in China has made great progress, but there is still a certain gap from the requirements of ecological civilization.The construction of Eco-civilization still faces lots of problems, such as citizens’ ecological consciousness, serious ecological environment pollution, blindly explore of ecological resources, the protection of the ecological environment of international cooperation is not enough and so on. The main reasons for these problems are as follows:the ecological civilization education has not been given enough attention, the ecological protection system is not perfect, the environmental legal system is not perfect, and blindly purse for the development speed of industrialization and urbanization, international cooperation mechanism for the protection of the ecological environment is not well organized and so on.The fourth section is about the enlightenments of foreign ecological civilization construction. Through the analysis of ecological civilization construction in the developed countries, summarize its experiences and lessons and four important enlightenments, and scientifically formulate the strategy of ecological civilization, attach a great importance to carry out environment education, vigorously promote to the development of circular economy, and establish the environmental legal system.The fifth section is about the promoting the path selection of the construction of Eco-civilization. The construction of ecological civilization is a complicated system engineering, which needs to launch ecological civilization education, establish and improve the ecological civilization regime, strengthen the comprehensive management of the environment, reasonably exploit and utilize resources, and enhance international cooperation, and complete it step by step, so as to achieve a new era of socialist ecological progress.
