Research On The Reform Of Coal Industry Management System In Inner Mongolia

Energy is the foundation of human development and the significant strategic resource of the country.China's energy resource structure,that is more coal and less oil,has determined the importance of coal in our country's energy structure.Inner Mongolia is a major province of coal resource development in China.Over the past decade,the whole nation have witnessed the remarkable achievements of the rapid development of Inner Mongolia's economy.The development of coal industry has not only promoted the development of economy in Inner Mongolia,but also laid a solid foundation for China for being the world's second-largest economy.While unfortunately,the economic development model with the characteristics of high-energy consumption and large emission has brought a lot of problems to Inner Mongolia.At present,China has entered the "new normal" of economic development.Coal industry in Inner Mongolia is changing from high speed development to high quality development.However,various problems suchas severe environmental disruption,low technological level,low recovery rate and poor safety environment still exist in coal industry in Inner Mongolia.The reasons why those problems still exist are not only because enterprises pay more attention to profits and ignore the management.It cannot be ignored that Inner Mongolia's management of the coal industry is not scientific enough and systematic enough,for example,the management system is not clear,the macro planning is not scientific and matched supporting measures are not in place and so on.During the two sessions in 2018,when attended the deliberation of the Inner Mongolia delegation of the 13 th National People's Congress meeting,General Secretary Xi Jinping emphasized that Inner Mongolia Autonomous Region must promote the high quality development of economy,promote the restructuring and upgrading of industrial structure and make the real economy stronger and better.General Secretary Xi Jinping also emphasized that Inner Mongolia must do a good job in developing modern energy economy,must closely follow the new trend of the world's energy technology revolution,must extend industrial chain and enhance the efficiency of comprehensive utilization of energy resource.From an enterprise point of view,the purpose of this article is to find the prominent problems existed in management system of coal industry in Inner Mongolia from the macro and micro perspectives,to put forward theoretical measures and suggestions based on practices,and to try tobuild new model of management structure and improve supporting policy by taking use of public choice theory,so as to rationalize the management system of coal industry and promote the momentum for high quality development of coal industry in Inner Mongolia and provide some references for the restructuring and upgrading of coal industry.
