Since the 20 th century,mankind has been plundering the natural resources.The economic market has continued to expand,and the scale of resource exploitation continues to increase.What follows is that the types and total amount of pollutants emitted will only increase,and the ecological and environmental problems will continue to increase.These ecological and environmental issues have crossed all corners of the world,forcing us to slow down the pace of development and reexamining the problems of the ecological environment that existed in the course of economic development.The lack of capital in China's underdeveloped regions,lagging infrastructure,and the backwardness of government management methods and service concepts have made the ecological environment even more serious.Therefore,this requires the governments of underdeveloped areas to perform ecological responsibility according to the particularities and differences of the ecological environment in the administrative region.Since the party's 18 th National Congress,in the face of the broad appeal of the people to the mountains and rivers,the central government and local governments at all levels have fully adjusted their economic development plans and guided the social governance process with new development concepts.In the past five years,from the primary and secondary industries to tertiary industries,from urban to rural areas,we have continuously sought a new type of green development that caters to the needs of the public.In this particular context,this paper selects Gansu Province as a typical region in underdeveloped areas,combines sustainable development and ecological politics theory,and analyzes the Gansu provincial government's current ecological responsibility fulfillment to analyze the Gansu provincial government's performance in the process of ecological responsibility.There are problems such as unreasonable proportion of ecological governance investment,inefficient management services,improper administrative enforcement,and failure of regulatory mechanisms.Finally,it is suggested that governments in underdeveloped regions should strengthen the responsibility of the government's ecosystem services by enhancing awareness of ecological responsibility,improving citizens' environmental rights,and building government's ecological rights and responsibilities;strengthening the government's ecology in underdeveloped regions by improving public participation mechanisms and channels and deepening accountability mechanisms.Responsibility for decision-making;Intensify ecological assessment responsibilities by publicly sharing ecological information,constructing multiple assessment entities,and designing a scientific ecological assessment system;and strengthen ecological supervision responsibilities through sound ecological supervision systems and systems.
