In the context of the globalization of low-carbon economy.As the largest carbon emitter of the world,Chinais also actively exploring the path of low-carbon economy.The outline of the 13th five-year plan has drawed a green development blueprint with the core content of "creating a new pattern of harmonious development between man and nature,and promoting the construction of beautiful China".is one of the key sectors in the national response to climate change,which is high energy consumption,high pollution and high carbon emission.To the climate change,greenhouse gas emission reduction in chemical industry is of great significance to China.Comprehensive existing studies have found that in the context of the global low carbon economy,low carbon economic development model is one of the best development patterns.It is an inevitable trend that transition from the existing development mode to the low-carbon economy for chemical enterprises in China.In order to promote the low carbon transformation of chemical enterprises more effectively,it is urgent to establish the evaluation index system and evaluation model of low carbon economic development in chemical enterprises.On the basis of the basic theory and research results of the existing low-carbon economy,this paper Constructs evaluation index system and evaluation model in chemical enterprise.And the evaluation index system and evaluation model are used to evaluate the low carbon economic development level of chemical enterprises.First of all,the paper is based on the existing related research results of the low carbon economy and the authority of the current low carbon relevant evaluation system.With the guidance of systematic and scientific principles,this select indicators from the four dimensions of economy,resources(energy),technology and management.A low carbon economic development evaluation index system for chemical enterprises with 15 detailed evaluation indexes,which including total output value and carbon emission intensity,was constructed.Second,The entropy weight-grey correlation-TOPSIS evaluation model is a comprehensive evaluation method.On the basis of the entropy weight method to determine the index weight,it merges the grey relational and euclidean distance.Then calculates the closeness of the evaluation object and the ideal situation evaluation.At last,the evaluation objects were evaluated according to the results.The evaluation model combines entropy weight method,grey relational analysis method and TOPSIS method to make the evaluation result more scientific and reasonable.The paper selects A chemical enterprise as sample enterprise.And the low carbon economic development level of A chemical enterprise was comprehensively evaluated from two dimensions:vertical and horizontal.Finally,on the basis of analyzing the evaluation results and the present development situation of A chemical enterprise.The paper puts forward some countermeasures from improving the efficiency of resource utilization,promoting the R&D and promotion of low-carbon related technologies,and promoting the implementation of low-carbon management system.
