The primary resource of an enterprise is employee.Weather the value of employee could be realized or not dominate enterprise's sustainable development.It is an inevitable choice to advance personnel training for an enterprise that want to win and keep optimum in the competition as well as the main topic of this paper.Analyzing the unprecedented grim situation on Tobacco industry and the urgent requirement to recruit more young people on production-line,this paper tries to research how to take full use of the functionality of Chinese Youth League organization in a Tobacco Enterprise to resolve the problems in Cultivation of young employees,to do better for the management of human resources in state-owned enterprises,to increase the value of human resources and build the core competitiveness of enterprises' political mission.It is believed that the role of the Communist Youth League in the management of human resources will greatly contribute to the rapid and steady development of enterprises.In this paper makes the N tobacco factory production line of human resources as an example.The surface reason that the turnover rate of young workers is high,some of the young employees are in the job burnout period.In accordance with substantive analysis and questionnaires,the essential reasons are inadequacy of publicity in the enterprise talent training system and incentive effect is not significant in the enterprise talent training system and training methods urgently need improvement.For the essential reasons,the Chinese Youth League organization functions,training theories,and career planning theories are used as the basis for cognition,institutional improvement,and concrete measures,and specific solutions are proposed.For the essential reasons,from the aspects of cognition,improvement,and implementation,the Chinese Youth League organization functions,training theories,and professional career planning theories are used as the basis to propose concrete solutions.First of all,we will increase the emphasis on the training system and training system for corporate employees and the promotion of corporate employee training and training systems.Second,introduce the concept of organizational career,set a typical model,and guide the production of first-line young employees to actively participate in the enterprise employee training system to achieve their own career planning.Third,increase the form of training,improve training interest,and develop innovative initiatives that young people like.At the same time,the supplementary measures are to strengthen the selection and education of the Communist Youth League organizations and humane care of enterprises.A variety of initiatives have jointly proved that most of the employees of state-owned enterprises can be trained as skilled personnel,technical talents,and compound talents.It is the function of the N factory to solve the problem of human resource management by using the function of the Communist Youth League organization.I believe it can work to make the situation better.
