Research On Self-monitoring And Reporting Procedures For Air Pollutant Emission Permits

The implementation of the control system for the control of pollutant discharge is a concrete measure to promote the construction of ecological civilization and strengthen environmental protection.It is an important part of reforming the basic system of environmental governance and is of great significance in strengthening the control and supervision of pollutant discharge.Enterprises and institutions should carry out self-monitoring according to law,establish records of their accounts,and report the implementation of the pollution discharge permit to the environmental protection department.This is the need to implement environmental protection responsibilities for enterprises and institutions.At present,the monitoring data of the pollutant discharge units has been fraudulently repeated for a long time,which has led to serious problems in the quality of environmental monitoring data,and has constrained the improvement of the level of environmental management.Therefore,in order to improve the quality of environmental monitoring data,guarantee the enterprises and institutions to carry out their own monitoring according to law,ensure the legal and effective data,ensure the normal operation of the equipment,properly preserve the original records,and establish an accurate and complete environmental management ledger,it is necessary to take the necessary control from the legal procedure.How to allow enterprises and institutions to truthfully report the implementation of the pollution permit to the environmental protection department,disclose the pollutant discharge data to the public and be responsible for the authenticity of the data,has become a prominent issue that needs to be solved in the current construction of the environmental legal system.This article based on the definition and the theory of self monitoring and reporting procedure,paid attention to the self monitoring and reporting procedure of the emission permits for air pollution,revealed the problems of unclear standard,imperfect scheme,lack of platform construction and law system and so on,and analyzed the cause of these problems.This article studied the American self monitoring and reporting procedure and made a summary of effective experience,based on which the suggestion to perfect the emission permits for air pollution has been put up.This study,through the use of legal principles of program control,has improved the series of methods,procedures,and timing of self-monitoring and reporting by enterprises,so that enterprises and public institutions can report the implementation of the pollution discharge permit to the environmental protection department and disclose the pollutant discharge to the public according to law.Data is responsible for the authenticity of the data.
