The Influence And Countermeasure On The Thermal Power Plants Of China GuoDian Group From The Atmospheric Pollutant Emission Standard

In China, the lack of electricity power is still rigorous at present, and the electricity construction must need developing more. In the same time, the power industry that accounts for about 40% of the SO2 in China is the main resource of the atmospheric pollutant emission. In order to reduce the atmospheric pollutant emission further, the newly revised standard of GB13223-2003, which is the atmospheric pollutant emission standard of the thermal power plants, was enacted on December 30, 2003. The requirement of the new standard to the atmospheric pollutant emission is much stricter. So, there must exist some contradiction between the electricity power construction and the electricity power environmental protection.Based on the analysis of the emission situation from thermal power industry and emission requirement to dust and SO2 from the atmospheric pollutant emission standard, which is GB 13223-2003 enacted lately, it is studied that the detailed limitation under the action of this standard on thermal plants of China GuoDian Group in the paper. In the meantime, the analysis of impact of the standard on boilers, units, coal-consumption, generating, etc. is given quantitatively through calculation. So the situation about atmospheric pollutant emission after performance of the new standard, which has exceeded standard, is looked through from many different standpoints. Furthermore, to both dust and SO2, the control scheme and measure in full is given respectively, and the economical efficiency analysis is given as well; moreover, the inversion to the SO2 control economical efficiency is brought through environmental value standard. The most important aspect is to use the concept of emission rights trading for reference, which is the leading environmental management method in the developed countries, and is to establish the model of emission rights trading that is fit for the current reality condiction in China innovatively to expatiate on the tremendous benefit from the emission rights trading. The application of emission rights trading can not only control the atmospheric pollutant emission, but also develop our electricity power industry and promote the economic development in China.The research and study in the paper can provide the theory reference for the following great issues such as how to develop the cycling economic farther, how to ensure the sustainable development between power electricity and economic growth, how to make use for market mechanism to decrease the atmospheric pollutant emission more availably, and so on.
