| The 19th congress of the communist party of China proposed to implement the concept of green development and fight a tough battle for ecological and environmental protection.Since 2010,serious haze pollution has occurred every year in Heilongjiang Province,which has brought great trouble and harm to people’s life and health.This is closely related to the specific natural conditions of static wind and high humidity in Heilongjiang,but more related to industrial development,transportation and energy consumption in daily life and pollutant emissions.Therefore,according to different haze pollution sources,Heilongjiang provincial government invested a lot of manpower and financial resources every year,and formulated a series of policies and measures to deal with it.However,the haze problem has not been significantly improved,even in some areas,the air pollution is becoming more and more serious.Policy tools as a bridge between policy issues and policy objectives,directly affect the effectiveness of haze governance.Using comparative analysis,system analysis and literature research methods to study the use of haze governance policy tools in Heilongjiang province.According to the degree of government intervention in public affairs,haze governance policy tools can be divided into four types:regulatory policy tools,market oriented policy tools,information policy tools and voluntary policy tools.Then we can find that various policy tools have achieved success,but there are some problems.The regulatory policy tools failed to achieve the desired results,and the market oriented policy tools were inadequate,and the application areas of the information policy tools were narrow,and the influence of the voluntary policy tools was inadequate.The main reason for these problems is the government’s excessive control over the haze process,the existing mechanism of market development is not mature enough,corporate environmental information disclosure motivation,public participation in environmental protection is weak and lack of legal protection.In this regard,the domestic and foreign advanced haze governance policy tool use experience,and according to the actual situation of Heilongjiang Province,put forward the Heilongjiang haze governance policy tool optimization countermeasures.We should stress the coercive role of regulatory policy tools,give full play to the incentive role of market oriented policy tools,strengthen the use of information based policy tools,and enrich the use of voluntary policy instruments.In this way,through the improvement of Heilongjiang Province haze governance policy tools,to further solve the haze pollution problems in Heilongjiang Province. |
