Study On The Impact Of Coal Resource Development On Local Farmers And Countermeasures

The nineteen major reports of the Party pointed out: "to implement the most strict ecological environment protection system,form a green development mode and way of life,firmly take the development of production and development,rich life and a good ecological development road,to treat the ecological environment like life." In 2018,the central No.1 document put forward that "we should adhere to the main status of the peasants,keep the fundamental interests of the farmers and promote the common prosperity of the farmers as the starting point and the foothold".The party and the state put the importance of protecting the environment and safeguarding the interests of farmers.As the pillar industry of the national economic development,the exploitation and utilization of coal resources is a double-edged sword.It has a positive role in stimulating the economic development and increasing the income of farmers,but the negative impact of its ecological destruction can not be ignored.Xinmi is an important coal producing county in Henan,Zhengzhou.The development and utilization of coal resources play an irreplaceable role in the development process.This article attempts to take Xinmi city of Henan Province as an example to explore the effect of coal resources development on the local farmers in Xinmi and to analyze the causes of these effects.On this basis,the paper puts forward some countermeasures to eliminate the ungood influence of the coal resources development on the local farmers in Xinmi,with a view to being the country.And related government departments to formulate policies to provide theoretical basis.This paper takes Xinmi city Zhengzhou city Henan Province as an example,adopts case study method,and uses depth interview and participatory observation method to collect first-hand data.In the use of deep interview,the subject of "what impact of coal resources development on local farmers" is the subject of interview,and interviews with local farmers,mining miners,coal mine owners and government related personnel,and interviews with the changes in economic,ecological,thinking and ideas before and after the development of coal resources.Collect information.During the investigation,the work scene of the coal miners was investigated,the damaged arable land and the wall of the cracks were inspected,and the polluted atmosphere was personally felt.Through field research,we find that the development of coal resources in Xinmi has produced an active role in increasing local farmers' income,expanding employment ways and emancipating local farmers' ideas,but the exploitation and utilization of coal resources also lead to the destruction of the local ecological environment,the level of economic development and the ugliness of the rural society.This phenomenon aggravated the contradictions among different rural groups and threatened the safety of local farmers' health and property.On this basis,the article further analyzes the reasons for these adverse effects,such as the lag of legal construction,the lack of effective supervision and management system,the excessive pursuit of economic interests by the government and coal mining enterprises,the low quality of local farmers and the shortage of capital technology in coal mining enterprises.In view of the adverse effects and its causes,we believe that the adverse effects of Xinmi coal resources development on local farmers can be eliminated by perfecting relevant laws and regulations,strengthening supervision and management,strengthening the sense of social responsibility of the government and coal mines,improving the quality of local farmers and taking measures to restore the ecological environment.
