Study On The Ecological Compensation Mechanism Of Yunnan Province Based On The Main Functional Area

With the continuous acceleration of urbanization and industrialization in thewhole country, the inventory of the regional ecological resources keeps on decreasing,and the scarce regeneration capacity of the resources turns to be more and moreserious. Nowadays, the harmonious and sustainable development of the economicsociety and ecological environment in Yunnan province are restricted by more andmore elements. In order to realize the regional sustainable development and theharmonious development among the regions within the province and quest for morereasonable and improved new-style regional ecological compensation mechanismgradually becomes the focus of the common concern of various scholars. Thestrategic planning of the main functional zone in Yunnan province is a new-styledevelopment strategic pattern to realize the harmonization between the socialeconomy and the ecological environment within the region, and to promote thesustainable development between human and nature. The main functional zones ofYunnan scientifically divide the Yunnan province with extreme complicatedgeological environment and huge gap in the socio-economic development into fourtypes: the optimized development type, key development type, restricted developmenttype, and forbidden development type. According to different functional positions andrequirements of the regions in different types, the spatial development structure isadjusted and improved; the industrial space, urban space, are ecological spatialpattern are optimized; and great efforts have been made to form the new pattern ofregional harmonious development with rational division of work for regions, virtuousinteraction between regions, and equalization of fundamental public services. This isthe strategic basis for Yunnan to realize leaping development. The implementation ofthe main functional zoning strategy provides an important research view toinvestigate the new-style regional ecological compensation mechanism in the future.Taking Yunnan province as the example, through a large number of documentresearches at home and abroad, on the basis of summarizing the theories and practices of the predecessors, and combined with the basic conditions of major functionregionalization in Yunnan province, the paper tries to build a new-style regionalecological compensation mechanism under the main function regionalization.The contents and main conclusions of the researches in this paper include:Firstly, combined with the schemes mentioned in Yunnan Main FunctionRegionalization and taking some of the research results of the predecessors forreference, the basic conditions of the four regions---optimized development type, keydevelopment type, restricted development type, and forbidden development type, aswell as the current situations of the ecological compensation in this region arepreliminarily analyzed.Secondly, through the empirical analysis of the ecological compensation of themain functional regions in Yunnan province in the four angles, which are sustainabledevelopment, delimitation of property rights, ecological and economic values, as wellas the fair efficiency, it has been concluded that many problems shall be solved,including that the natural resources in Yunnan province have not been sustainablyutilized; it lacks the ecological sharing and co-building ecological mechanismbetween different functional zones; the compensation subjects are single; it isdifficult to quantize the service values of the ecological system in the various mainfunctional regions; it is hard to measure or calculate the compensation standards; andthe development in various regions are not balanced. Towards these current situations,through explorations, it has built the ecological compensation operating mechanismof the main functional region in Yunnan province, targeted explorations have beenconducted towards the objectives and principles, basic elements, ways and channels,standards etc., of the compensation in the various main functional zones respectively,and the solutions have been put forward.Thirdly, the summary and analysis have been conducted on the calculatingmethods of the ecological compensation standards of the main functional zones;besides, the advantages and disadvantages of the various methods are compared. Inaddition, the representative ecological footprints are selected to conduct specificquantization towards the ecological compensation standards towards the forbidden developed zone of Yunnan province. In order to be more practical, during calculation,the data of statistical yearbook in the relevant years of Yunnan province are taken forreference, and the ecological compensation coefficients are scientifically introduced.What’s more, the ecological footprint efficiency index and agricultural ecologicalfootprint efficiency index are utilized to calculate the maximal compensation standardand the minimal compensation standard of the forbidden development zone ofYunnan province in2011, which are777.8RMB/year and170RMB/yearrespectively.Finally, for the construction and improvement of ecological compensationmechanism of the main functional zones of Yunnan, according to the clearresponsibility of compensation, the establishment of compensation fund and improvelaws and regulations, this paper gives some suggestions. I hope this paper can providedecision-making reference for the development of the ultimate realization of Yunnanregional coordination.
