This paper based on the implement of basin water environment management technology(Water Project), using Logical Framework Approach (LFA) as an basic assessment model, to assess the effect of water ecological environment improvement under the scale of Qinghe basin. For target analysis, seeking "causal relationship" which was classified by the management of technology integration, and carding management technology system. The water quality standards and corporate emission values were clarified, and the optimized industrial structure and intelligent management policies of these "reason" the formation of a watershed aquatic ecosystem health and water ecological carrying capacity of the "output" of the improvement in these two areas were improved. The vertical logic should be built, and the inputs, outputs, results, goals had been clarified. At the same time, a level of logic to verify the establishment of vertical logical relationships should be built.The aquatic ecosystem health index system of Qinghe basin was proposed by using principal component analysis and correlation analysis of the Qinghe Watersheds out of 14 sampling sites and sections which had been optimized and weight judgment in the level of verification on direct effect. For aquatic ecosystem health assessment from 2011 to 2013, it was concluded that the result of 2013 was better than 2012 and 2011. The TOPSIS was applied for sorting the Qinghe basin aquatic ecosystem carrying capacity from 2011 to 2013. It was concluded that the result of 2012 was better than 2013 and 2011. This result verified that the above two aspects had been improved after implementing the water environmental management techniques.The goal had been achieved in the logical framework matrix finally through the layers of validation logic level until. In other words, it could improve ecological environment of water.
