Competition effect,demonstration effect and staff mobility will produce technology spillover in different extent.Technology’s exclusiveness,externality and dissemination also make technology spillover easy to happen.Sectors can absorb technology spillover from other sectors to improve their technological level,and upgrading of technology level is an important way to reduce carbon emission.At present,climate problem is a great obstacle to the sustainable development of human society.China has become the largest carbon emitter in the world,and the industry is the main source of China’s carbon emission.China’s low carbon emission reduction technology started relatively late,there are many difficulties in development,implementation and promotion in low carbon emission reduction technology.If the use of inter-industry R&D technology spillover can reduce carbon emission in general,there will be a great driving to China’s carbon emission reduction target.Based on the above background,a directed network and a directed network with weighted links of inter-industry R&D technology spillovers in China are constructed in 2007 and 2014.We introduces inter-industry R&D technology spillover as important factor of carbon dioxide(CO2)emission into panel econometric model.The results reveal:(1)the linkages between the various sectors are not close enough,but with the passage of time,the relationships are enhanced.Network has higher centrality when we only considering technology spillover,and mainly concentrates in seven sectors,which accounts for more than 70% of all the technology spillover.(2)The core-periphery structure of network is notable,and belongs to the multi core network structure.All of the core sectors are machinery manufacturing industries,which are capital-intensive or technology-intensive sectors,belong to the midstream of the industry chain,have close relationships with the sectors of upstream and downstream,and can promote the technological levels of other sectors.(3)The industrial structure dominated by the second industry is the main reason that Pharmac-eutical industry belongs to periphery status,Electronic and telecommunications equip-ment,instruments manufacturing belongs to semi-periphery status,which are high technology-intensive sectors,have close relationships with the sectors of midstream and downstream.(4)There is an inverted “U-shaped” nonlinear relationship between R&D technology spillover and carbon emission.(5)R&D technology spillover can reduce carbon emission currently.R&D technology spillover have a significantly negative impact on carbon emission through R&D intensity.
