At present,China is facing serious problems of heavy metal pollution in farmland,which is not only a terrible threat to the sustainable development of this country's agriculture,but also harm people's health.Hence,in the explanation of the Central Committee of the Communist Party of China on the formulation of national economic and social development of the thirteenth five-year plan proposal,a certain area of contaminated farmland should be arranged for fallow have been put forward.However,the implementation of fallow policy may trigger the farmers' resistance.Therefore,a comprehensive understanding of the views of farmers on the fallow policy,the willingness to pay,and the main factors influencing of the participation willingness in the heavily polluted has important practical significance for the country to develop and improve the follow-up policy of the fallow,to maintain the interests of the fallen farmers and to consolidate achievement of fallow.In this paper,a total of 32 villages from the fallow area in Hunan Province and heavy metal pollution area in Jiangxi Province have been investigated.Draw lessons from and summarize the relevant experimental methods and research results of domestic and foreign scholars,combined with the actual investigation of the study area,this paper use the multiple linear regression method to analyze the relevant influencing factors,and the CVM(Contingent Valuation Method)was used to calculate the compensation expected value of farms,and concluded as follow:(1)The perception of soil heavy metal pollution of farmers in Jiangxi Province is stronger than that of farmers in Hunan Province,but the degree of cooperation and the trust of the policy of farmers in Hunan Province is more high that of farmers in Jiangxi Province.Therefore,effective advocacy is an important basis for implementing the fallow policy.(2)By comparative analysis,the influencing factors of farmers' participation in fallowing in different regions are different.For Jiangxi Province,where has not yet implemented a fallow pilot,the variables of educational level,the satisfaction of the farmer with respect to the fallowing policy,the farmers' understanding of the fallowing policy have a significant positive effect on the farmers' willingness to fallow,while the variables of the total number of farm laborers,and the quality of farmland have a significant negative impact on farmers' willingness to fallow.For Hunan Province,where has been carried out the fallow pilot,the variables of age,the educational level,the satisfaction of the farmer with respect to the fallowing policy have a significant positive effect on the farmers' willingness to fallow,while the variable of the quality of farmland has a significant negative effect on farmers' willingness to fallow.(3)Neglecting the impact of other factors,the WTA for farmers in Jiangxi Province is 902 yuan(yuan/mu),and Hunan Province is 902.26(yuan/mu).Considering the influence of the basic characteristics of the respondents,the parameter estimation method yielded a WTA of 839.34 yuan/mu for farmers in Jiangxi Province and 934.39 yuan/mu for Hunan Province.The two provinces have little difference in WTA,but both WTAs are higher than the national compensation standards.
