The Study On Assessment Method Of Low-carbon Village-illusteated By Bingjing Jinpoluo

Climate change is getting intense,so countries around the world are actively dealing with it.How to execute low-carbon and to reduce remission become hot topics.Countries are now concentrating their efforts on low-carbon emission in major cities,but ignoring the rural remission reduction.The rural areas have mainly agricultural industry and have great potential for emission reduction.Set up evaluation criteria system will provide guidance to the village of low-carbon construction.This can not only improve farmers' living standard,but also optimize the structure of the village energy.Achieving energy conservation and emission reduction will partly promote the development of low-carbon agriculture industry.It has significant meaning for the energy conservation and emission reduction in China..This paper defines low-carbon village based on the theoretical reseach and realistic pattern of low-carbon village construction in China and the rest of the world.Low-carbon evaluation criteria system has been set up with quantitative index and qualitative index,which combined with the establishment and process of low-carbon assessment index system of various scholars,and the guidelines of relevant low-carbon assessment technique by the government department.Quantitative index is the average carbon emission,and it reflects the level of rural carbon emission.Qualitative index is formulated from the policy level,which is divided into four aspects: development planning,regulation,management system and public participation.Expert Delphi screens indexes through questionnaires.After two round questionnaires,four secondary indexes,seven level three indexes of qualitative evaluation index system as a result.This paper takes the data of a case study of Jinpoluo village to accesss the level of carbon emissions of this village.Based on the development of Jinpoluo village,the reseasonable suggestions for this village include two parts: production and dailylife.The five suggestions of dailylife are mainly about new energy,such as solar energy and biogas,energy-saving housing renovation,the use of energy-efficient appliances,water conservation,and life garbage recycling.In addition,the four suggestions of production include the return of the waste,the soil improvement,the scientific fertilization of the cherry orchard,and the low carbon reduction of the farm,in order to guide the development of low-carbon construction and low-carbon development in Jinpoluo village.
