Influenced by monsoon climate,the coastal areas of southeast China are often hit by typhoons,tsunami and floods.With the continuous changes in the global climate,the frequency and intensity of disasters are increasing.Also,with the help of “Belt and Road” and “China-ASEAN”,China's maritime economy has entered a period of rapid development.Accordingly,accidents and disasters on various types of seas(waters)have also increased significantly,which has become normal.Therefore,it is of urgent and realistic significance to explore and study the national(maritime)emergency medical rescue team's ability to deal with water disaster and construct corresponding evaluation system.Objective: To construct a national(maritime)emergency medical rescue team's evaluation index system for rescuing capabilities of water disaster,and to conduct an empirical study and comprehensive assessment on the national(maritime)emergency medical rescue team in Guangxi.Based on this,certain suggestions was given to upgrade its rescuing capability,and a scientific and rational reference basis for its development was provided.Methods:1.Literature data method: According to the objective and content of this paper,comprehensively analyze the national(maritime)emergency medical rescue team's ability to respond to medical rescue of water system disasters,and preliminarily formulate the framework of the evaluation system.2.Delphi Expert Consultation Method: Based on the study of literature and policy documents,experts in the relevant fields of the research are invited to conduct two rounds of expert consultations through mail,giving their evaluation and suggestions to the first draft of the evaluation index system.The results of expert consultation,combined with mathematical statistics analysis,contribute to improve the evaluation index system.3.Analytic Hierarchy Process(AHP): A hierarchy model of evaluation indicators was established.By the difference between the arithmetic averages,the Saaty scale was determined to construct a judgment matrix.Yaahp software was deployed to calculate the weight coefficient of each level of the evaluation index.4.Multi-level gray evaluation method: Based on the weight coefficient of the evaluation indicators,a comprehensive evaluation model was constructed to conduct an empirical study and comprehensive assessment of the ability of the national(maritime)emergency medical rescue team to respond to medical disaster relief in Guangxi.Results:1.Through two rounds of Delphi expert consultations,an evaluation index system for the national(maritime)emergency medical rescue team to deal with water disaster medical rescue capabilities was constructed.The evaluation index system includes organization and command capabilities,emergency mobilitycapabilities,medical treatment capabilities and practical guarantee capability---4 first-level indicators,13 second-level indicators and 30 third-level indicators.Also the connotation of the third-level indicators has been established.2.An empirical study and comprehensive assessment of the national(maritime)emergency medical rescue team's ability to respond to medical disasters caused by water disasters in Guangxi were conducted.The experts evaluated the capability according to the scoring criteria,and calculated the assessment model.The scored 3.4028 was between “excellent” and “good”.Conclusions: In this study,a national(maritime)Emergency Medical Rescue Team ' s evaluation index system for responding to water disaster medical rescue capabilities was constructed and a comprehensive assessment model to conduct empirical research and comprehensive assessment was established.The results of the study was analyzed and certain suggestions for the Rescue Team's response to the construction of rescue capabilities were put forward: First,to improve team building and strengthen team management;second,to strengthen team training and enrich team equipment;third,to expand team propaganda,and establish linkage mechanism;fourth,answer the national call to deepen the integration of military and civilian.
