Mine emergency rescue is aimed at the mine(coal mine and non-coal mine)fire flood roof accidents caused by natural disasters accidents and secondary derived disasters and other events,under the unified organization and coordination,to jointly resist risks and implement emergency rescue activities.Due to the claustrophobia,complexity,danger and professionalism of the mine environment,emergency rescue personnel are required to have strong physical and mental abilities and complete professional skills.Therefore,mine emergency rescue is also the most unique of all kinds of emergency rescue work,and it is the last line of defense for safe production of mining enterprises.About 1/2 of the major disasters and 3/4 of the major disasters occurred in coal mining enterprises in China,and the lack of emergency rescue force is one of the main reasons for the serious consequences of coal mine accidents in China.In order to strengthen the mine emergency rescue force,our country started construction in 2010 national mine emergency rescue team,compared with the provincial mine rescue teams and the general emergency rescue force,the national emergency rescue teams don’t work in mine production in mines,mine area with high hidden governance and mine accident emergency rescue work for the primary content of the professional strength,It is highly professional and unique.In 2013,seven national mine emergency rescue teams were established in Datong of Shanxi,Kailuan of Hebei,Hegang of Heilongjiang,Huainan of Anhui,Pingdingshan of Henan,Furong of Sichuan and Jingyuan of Gansu in the first batch,followed by 30 national mine emergency rescue teams,completing the construction process of national mine emergency rescue teams "from scratch".The construction of mine emergency rescue team in China has been completed from scratch.National emergency management department at the end of 2019,however,it is pointed out that China’s mining rescue teams still lags behind that of mining industry development needs,equipment level is low Cross-regional rescue ability Such outstanding problems as safeguard mechanism is not sound,the urgent need for a scientific definition and evaluation of the mine emergency rescue capabilities,and strive to improve the mine emergency rescue more scientific ability and level.In this thesis,literature metrology analysis,structural equation model,cross study method,case study method and expert interview method are comprehensively used to study the formation mechanism of influencing factors,evaluation system and promotion path of national mine emergency rescue team capacity,which are specifically divided into the following five research parts:(1)Through the analysis of seven types of mine accidents and rescue technical key points of typical cases,combined with relevant national regulations and expert opinions,the emergency rescue ability factors of the national mine emergency rescue team were screened and verified by using the methods of case analysis,text mining,questionnaire survey,factor analysis and structural equation model.The main research results are summarized from five dimensions of typical mine accidents and rescue cases,and the rationality of which is verified by the text mining method.On the basis of 28 secondary indexes screened out in the existing studies,five secondary indexes unique to the emergency rescue capacity of the national mine rescue team are added,namely,the prevention and examination of physical explosive force,physical endurance,psychological stress ability,high pressure tolerance ability,and the factors influencing the emergency rescue capacity of the national mine rescue team are explained in more detail.Through factor analysis,structural equation model and other mathematical methods,individual factors were deleted,and finally five first-level factors,namely command,management,organization,construction and professional rescue comprehensive constitution,were verified Guarantee system,and 30 secondary factors,that is called the response,unified command,crisis control,experts,collaborative linkage,emergency plan,plan adjustment,restore the summary,prevention inspections,rules and regulations construction,organization setup and division of labor,publicity and education,training and drills,emergency hazards identification,rescue response speed,rescue technology application,rescue equipment operation,the rescue Knowledge mastery,emergency first aid technology,physical explosive force,physical endurance,psychological stress ability,high pressure tolerance,equipment resource support,medical resource support,engineering defense support,rescue technical support,monitoring and monitoring system,emergency communication system,emergency logistics support,emergency fund support.It lays a foundation for the following more detailed,systematic and comprehensive study of the formation path of the national mine emergency rescue team’s emergency rescue capacity.(2)Through sorting out the dynamic factors of the formation of the capacity of the national mine emergency rescue team,the model of the formation mechanism of the national mine emergency rescue team capacity is constructed by using Bayesian network,and the key driving paths affecting the formation of the national mine emergency rescue team capacity are identified.The results show that:(1)The emergency rescue process contains four stages,including the ability of emergency rescue mechanism for the formation of five factors on the ability of emergency rescue have different influence,in the emergency rescue in each stage was based on the organization construction of the basic requirements,based on the comprehensive physical,protection system for auxiliary,driving force for the professional rescue and command management,and the ultimate goal for emergency rescue capabilities.(2)The ability of emergency rescue stage 4 ascension path respectively: command organization construction management-comprehensive constitution-professional rescue-emergency rescue capabilities,organization construction,professional rescue-management-the ability of emergency rescue command,the organization construction-security system-command management-professional rescue ability of emergency rescue,the organization construction security system-management-the ability of emergency rescue command.(3)The key path of the formation of the emergency rescue capacity of the National Mine Emergency Rescue team is as follows:organization construction-support system-comprehensive constitution-command management-professional rescue-emergency rescue capacity.(4)It is concluded that the key driving factors of the formation of the emergency rescue capability are command management and professional rescue,which have a high sensitivity to the improvement of the emergency rescue capability and have a direct effect on the national mine emergency rescue team capacity.(3)Based on the cloud model theory and supporting research methods,six steps of model construction are designed to construct the emergency rescue capability evaluation model,and provide theoretical basis and method support for the application of the evaluation model.The main research results include: First,six steps of model construction are designed: calculate the initial weight of each indicator,determine the standard cloud digital features,transform the initial weight value,cloud design scale,generate the initial evaluation cloud map,generate the final evaluation cloud map,and build the emergency rescue capability evaluation model accordingly.Secondly,the weight of each influencing factor is calculated.Its main characteristics are as follows:command and management account for nearly 50% of the weight,which has the greatest impact on the mine emergency rescue team;In contrast,comprehensive fitness and security systems had less impact.Third,the capacity evaluation index standard of mine emergency rescue team has been established.According to the mine rescue procedures and assessment norms,the capacity of mine emergency rescue team has been determined according to(0.94-1.00),(0.85-0.93),(0.76-0.84).The score range is divided into 4 layers with a full score of 1 point,and each factor is defined by stratified standards.(4)7 national mine emergency rescue teams as a case study,combined with the conditions of their base construction teams are adopting cloud computing rules the cloud Kt emergency rescue teams ability evaluation,points out the seven hits the merits and demerits of the rescue team,the main research results include: first,with seven national emergency rescue team finally evaluation is obtained by calculation table of cloud,the teams emergency rescue teams ability evaluation Compared with the evaluation standard cloud,the optimal rescue team is K1.Second,the mine emergency rescue capabilities based on the forming path and empirical analysis,on the whole,the problems of national mine emergency rescue teams mainly lie in the deficiency of professional rescue capacity and command and management ability.In the preparation stage,most of the problems are concentrated in the deficiency of comprehensive physical ability and the ability to grasp the rescue knowledge.In the emergency response phase,the main problem is the lack of organizational construction capacity and command management capacity,which mainly focuses on the public propaganda and education capacity,unified command capacity and crisis control capacity.In the emergency treatment stage,the main problem is the lack of professional rescue ability,which is mainly reflected in the emergency rescue team’s hazard identification ability and rescue technical ability.In the recovery stage,the lack of command and management ability is mainly reflected in the recovery summary ability and the plan adjustment ability.Follow-up improvements should be made to address these problems.(5)According to the problems existing in the national mine emergency rescue team,the key points of its capacity improvement strategies are different in different stages: in the emergency preparation stage,should focus on improving professional rescue ability and comprehensive physical ability from the aspects of rescue knowledge,rescue team,self-protection and psychological stress.In the emergency response stage,the focus should be on improving the command management capacity,organization and construction capacity,focusing on improving the unified command of six secondary factors,emergency plan,plan adjustment,rules and regulations,public publicity and education,professional training and emergency drill.In the emergency treatment stage,the focus should be on improving professional rescue capabilities,strengthening rescue technology,improving hazard identification,and improving response capabilities.In the stage of emergency recovery,it is necessary to focus on improving the command and management capability,especially in the two aspects of recovery summary and plan adjustment,so as to improve the emergency rescue capability.The innovation points of the thesis are as follows:(1)The influencing factors index system of the emergency rescue ability of the national mine rescue team was constructed from five aspects of command,management,organization and construction of professional comprehensive rescue constitution and support system,and the text mining factor analysis structural equation model was used to screen and verify.Considering the particularity of the more severe and complex mine rescue environment,physical and psychological factors are added to effectively improve the composition of influencing factors of the national mine rescue team,and make up for the lack of previous studies on the analysis of physical factors of the national mine rescue team’s emergency rescue ability.(2)Based on bayesian network,the formation mechanism model of national mine emergency rescue team capacity is constructed,and its cause chain and sensitivity are analyzed,and the key driving paths affecting the formation of national mine emergency rescue team capacity are summarized.It makes up for the lack of exploration and attention on the relationship between the key subjects of the capacity of the national mine emergency rescue team,and clarifies the formation mechanism of the capacity of the national mine emergency rescue team.(3)Based on the fuzzy mathematics theory and cloud model theory,puts forward the evaluation of the ability of the mine rescue six steps,and built is suitable for the national mine emergency rescue team of emergency capability assessment model of cloud,determine the evaluation criteria on the basis of the mine rescue procedures,and use the reverse cloud generator for the country the mine emergency rescue teams ability is verified.This thesis analyzes the influencing factors forming path evaluation mechanism and promotion strategy of the capacity of national mine emergency rescue team,which plays an important demonstration and leading role in the overall improvement and high-quality development of China’s mine emergency rescue team,and can provide useful reference for the subsequent construction of various rescue teams.At the same time,it provides theoretical support and practical reference for the development of mine emergency rescue capacity in China,and also provides reliable data and beneficial suggestions for the construction of emergency management system with Chinese characteristics.
