Ningxia Experience And Significance Of Ecological Poverty Governance In The Process Of Building A Well-off Society In An All-round Way

The management of ecological poverty is a great project that our party and government have implemented to achieve the goal of fully building a well-to-do society by 2020.There are many kinds of strategies for the management of ecological poverty,but in the mid-southern mountains of Ningxia affected by global warming,the best strategy for managing ecological poverty is ecological migration.The 3 5-year process of ecological poverty management in Ningxia shows that effective ecological poverty management can only be achieved if the people who are deeply troubled by ecological poverty are removed,stabilized,and become rich.In the process of building a well-off society in an all-round way in the country,Ningxia has successively implemented the immigrants in the Diao Zhuang(1983-2000),the Yellow River Irrigation Project for Poverty Alleviation(1994-2000),the immigrants in the relocation area(2001-2007),and ten.First Five-Year Plan for Ecological Immigration in the Central Arid Zone(2007-2010),Ecological Immigration for the Central and Southern Regions in the Twelfth Five-Year Plan(2011-2015),and the Thirteenth Five-Year Plan for Poverty Alleviation(2016-2018)Major social projects have formed a 35-year process of ecological poverty management in Ningxia.Under the leadership of the Central Government and the Ningxia Government,national and local multi-sectoral linkages,inter-provincial counterpart assistance,social organizations and individuals have participated extensively.The ecological poverty management in central and southern Ningxia has achieved great results,with nearly 1.2 million displaced immigrants.The production and living conditions of the masses have been improved,and the ecological environment of the place of expulsion has been protected.It is hoped that the ecological immigrants in the central and southern part of Ningxia will enter the well-to-do society together with the people of the whole country.A detailed review of the 35-year process of ecological poverty management in Ningxia,it is easy to find that there are still some problems,such as the existence of discontinuous and inconsistent conditions due to environmental constraints on old and new immigration policies,immigration policies and the realistic expectations of some immigrants,There is still a certain gap between self-needs and so on.However,it is clear that the Ningxia experience under the government-led ecological poverty management is worth summarizing:First,only a socialist system with Chinese characteristics can fundamentally guarantee the smooth progress of the ecological poverty treatment process in Ningxia.Since the reform and opening up,Comrade Deng Xiaoping has put forward the important theory of "what is socialism and how to build socialism?" and clarifies that the socialist system with Chinese characteristics and the road pursues are common prosperity.Since the party’s 18th National Congress,the party Central Committee with Xi Jinping as the core has further adhered to the path of common prosperity in socialism.It is the persistence and development of this political system,political path,and political direction that have fundamentally ensured the continuous formulation and implementation of the various policies for ecological migration in Ningxia,without any policy duplication or policy suspension.Second,only the combination of multiple departments at the national and local levels can promote the systematization of Ningxia’s ecological immigration policy,so as to meet the full range of ecological poverty management needs in Ningxia.The ecological resettlement project under the goal of ecological poverty management in Ningxia needs comprehensive,multifaceted policy support,and requires systematic and systematic policy support and guidance.Only under the joint action of various departments of the State Council can we introduce various policies for support and guidance,which are regulated and intertwined to meet the overall ecological immigration needs of Ningxia.Third,only by closely surrounding the strategic goals of the party and the country will it be possible to stimulate the accelerated effects of ecological poverty governance in Ningxia.The CCP’s report on the 18th National Congress clearly stated for the first time that it is necessary to fully build a well-off society in 2020.The Party’s Nineteenth National Congress report reiterated this major strategic objective.Since 2012,with the promotion of the party and the country’s overall goal of building a well-off society,the central ministries and commissions and local governments in Ningxia have closely focused on the strategic goals of the party and the country and have intensively introduced a number of ecological immigration policies,which has stimulated the acceleration of ecological poverty governance.Fourth,only the inter-provincial aid and social participation can bring together the strength of social assistance in the management of ecological poverty in Ningxia.Under the unified arrangements of the Central Government,Fujian Province assisted NingxiaAutonomous Region in assisting the Ningxia Autonomous Region.Comrade Xi Jinping,who was the deputy secretary of the Fujian Provincial Party Committee,visited the Ningxia region on many occasions to establish the "Suining Model" for counterpart assistance,and gave the ecological immigrants in Ningxia a great deal.Support and help.A number of well-known enterprises,non-governmental organizations and individuals participated in the support activities for the ecological immigrant project in Ningxia.Some shortcomings and missing items in the ecological resettlement project were filled in,which formed a strong social support for ecological poverty management in Ningxia.This experience of managing ecological poverty with Chinese characteristics has the following significance:First,it highlights the political and institutional advantages of Chinese characteristics.The political theory,political path,political system,and political culture with Chinese characteristics are the target orientation,source of power,and fundamental guarantee of ecological poverty governance in Ningxia.Second,it safeguards the human rights of millions of immigrants and realizes the spatial justice with Chinese characteristics.The main mode of ecological poverty management in Ningxia is ecological migration.This initiative redistributed the living space of ecologically impoverished people in central and southern parts of Ningxia,fundamentally separated it from the "poverty root",freed from the problems of ecological poverty,and achieved poverty alleviation and maintenance.The right to subsistence and development of millions of ecologically impoverished people has realized the spatial justice with Chinese characteristics.Third,restoration and protection of the ecological environment in the central and southern parts of Ningxia can be used as a model for the management of ecological poverty in other regions of China.Only by getting rid of the tension between people and land can we better manage the ecological environment and continue to build and maintain the harmonious relationship between man and nature.Facts have proved that in areas where there is a conflict between man and nature,only people’s concessions and protection can make people and natural relationships move toward harmony.Fourth,impel poor immigrants to get rid of poverty,and help the country to build a well-off society in 2020.Without the governance of ecological poverty in Ningxia,the state will not be able to build a well-off society in 2020.Over the past 35 years,Ningxia has accelerated the ecological migration project and accumulated Ningxia experience in the management of ecological poverty.It not only contributes to the precise poverty alleviation from poverty in Ningxia,but also made great contributions to the completion of a well-off society in China by 2020.
