Since reform and opening up,China has entered the fastest growing period of economic growth and industrialization. At the same time, the discharge of pollutants has increased dramatically, and the problem of environmental pollution has become increasingly prominent. The industrial sector is the largest contributor to China’s air pollutant emissions.Shandong is an important economic and industrial province in China, and the discharge of air pollutants has remained high.Sulfur dioxide, nitrogen oxides, smoke and dust and other major air pollutants rank first in the country. This paper reconstructs the input-output table of 2007 and 2012 by adding environmental variables. The environmental impact of the industrial sector is quantified into the input-output table.24 industrial sectors were sorted out and classified, and 11 industrial sectors that focused on the discharge of air pollutants were concluded.A structural decomposition analysis model(SDA)was used to analyze the input-output tables of two years. The contribution of various industrial sectors to sulfur dioxide, smoke dust and nitrogen oxides was calculated, and the causes and sources of pollution were identified.According to the input-output principle and the structural decomposition analysis model, there are 5 factors influencing the emission of air pollutants in the industrial sector, which are intensity factors, technical factors, expenditure structure factors and demand components, and economic scale factors.Through the analysis of total amount structure decomposition,it is found that the economic scale factor is the biggest positive influence factor that affects the amount of pollutant emission from 2007 to 2012,and the intensity factor is the biggest negative influence factor that affects the amount of pollutant emission.Through the decomposition analysis of the division sector structure,it is found that Supply of Electricity,Gas and Water sector has the highest negative contribution to the sulfur dioxide emission, which is-740 thousand tons, and the proportion is 91.3%;Metal Smelting and Calendering Industry sector has the highest positive contribution, the contribution amount is 170 thousand tons, and the proportion is 60%.For the smoke and dust emissions,Other Manufacturing sector has the highest negative contribution in all sectors, which is-54 thousand tons, accounting for 38.3%;Metal Smelting and Calendering Industry sector has the highest positive contribution, which is 130 thousand tons, accounting for 91.4%.For the emission of nitrogen oxides, the Chemical Industry sector and the Light industry sector have the highest contribution, which is-3.7 ten thousand tons respectively, each of which accounts for 35%of the reduction of nitrogen oxides in all sectors.Other Manufacturing sector is making the highest positive contribution, with a contribution of 190 thousand tons, accounting for 66.7%.Through the analysis of the influence factors of pollutant emission in industrial industry, the Supply of Electricity,Gas and Water sector is the most obvious department in each factor, for example, the contribution of sulfur dioxide, smoke dust and nitrogen oxide in intensity factors is-2.93 million tons,-410 thousand tons and-1.19 million tons, accounting for 82.5%,36.5%and 69.2%of each pollutants.Judging from the influence of various factors on pollutant emissions from industrial sectors, the Metal Smelting and Calendering Industry sector in the sector with positive changes in sulfur dioxide emissions has the highest contribution;the total change of the Supply of Electricity,Gas and Water sector in the sector with negative emissions is the highest.the Metal Smelting and Calendering Industry sector in the sector with positive changes in smoke dust emissions has the highest contribution;the total change of the Other Manufacturing sector in the sector with negative emissions is the highest.the Other Manufacturing sector in the sector with positive changes in nitrogen oxide emissions has the highest contribution;the total change of the Light Industry sector and the Chemical Industry sector in the sector with negative emissions are the highest. The policy impact analysis shows that Shandong province follows the policy regulations and emission standards of the "13th Five-Year" planning and development of various industries issued by the state, and aims to solve the problem of industrial exhaust emissions from the source and end treatment.Such as the "notice on the development of the development of the coal industry" in 13th Five-Year and so on.Let the government and enterprises fundamentally change the present situation of industrial air pollution.
