After World War I,the problem of public hazards occurred frequently in Japan.The problem of environmental pollution was becoming more and more serious.The government's economic priority policy,the enterprise's pursuit of economic benefits,and the people's environmental awareness led to the emergence of Japanese public nuisance.During the thirty years from 1945 to 1975,Japan's environmental governance has developed from passive governance to active governance.The Japanese public nuisance law has experienced the three stages of germination,formation and development.In Japan,Japan has actively formulated and amended the public nuisance law,and the governance of public hazards in Japan is fully governed by the rule of law.Japan also set up a Japanese environmental protection department headed by the environmental department,specializing in public nuisance control and environmental protection,and formea a complete public nuisance management system.Meanwhile,Japan actively launches environmental education and guides people to participate in environmental protection.Japan's transformation from a big pollution-free country to a green power is worthy of China's reference.It is of great significance to China's environmental protection.
