In post-war Japan experienced an environmental crisis during the period of rapid economic development.Among them,the issue of the marine environment was very prominent.Japan's marine environmental problems have been improved by building a marine environmental policy system.In the context of today's global environmental crisis,examining the process and content of Japan's marine environmental protection policy system has important implications for the protection of the global marine environment.From 1945 to the 1960 s,Japan's marine environmental protection policy was established.Under the background of industrial pollution outbreaks and the rise of environmental protection campaigns,the Japanese government established the ocean through the promulgation of laws related to the prevention and control of marine environmental pollution,and the establishment of a pollution administration agency.The basic framework of the environmental protection policy system.From the 1970 s to the 1990 s,the formation of Japan's marine environmental protection policy system,the Japanese government of Japan's congressional congress held in 1970 began to take various measures to comprehensively manage the marine environment.At this stage,a series of marine environmental laws were formed.The marine environmental protection policy system including the system,economic policy,education policy,and foreign cooperation policy.Since the 21 st century,Japan's marine environmental protection policy system has been improved.With the implementation of the strategy of “building a country by sea”,the Japanese government has improved the marine environmental protection system by strengthening marine legislation,reorganizing environmental administrative agencies,and deepening universal access to marine environmental education.Through inspections,there are four main characteristics of the post-war Japan's marine environmental protection policy system.First,the post-war Japan's marine environmental protection policy system has a bottom-up and top-down approach.Second,the post-war development of Japan's marine environmental protection policy system has the characteristics of development after pollution,governance,and passive response to active governance.Third,the structure of post-war Japan's marine environmental protection policy system is hierarchically related.Fourth,the post-war Japan's marine environmental protection system has an orderly and open nature in its actual operation.
