The Research On Green Development Mechanism Of Miming Economy In Hunan Province

With Chinese economy now entering a new normal state,adjustment of economic structure and industrial structure has been a important way to promote economic development.As a traditional industry,mining industry couldn’t play a greater role like before.How to activate mining economy has become an important issue for economic development in the new era.The mining industry in Hunan Province has maintained a backward and extensive development mode for a long time,leaving many problems,and solving these problems not only relates to the development of other industries,concerns the people’s livelihood.Although in recent years,with the low-carbon economy,circular economy and sustainable development continuing to enter people’s horizons,the government has re-examined the development of the mineral industry and continuously strengthened the construction of ecological civilization.However,there are still many problems that need to be solved urgently.Especially after the Party’s 18 th National Congress and the 13 th Five-Year Plan of Hunan Province were promulgated,continuing to implement the scientific concept of development and promoting the green development of the mining industry has become a clear direction for Hunan’s mining economy.Under this background,as a part of the special project of the Department of Land and Resources of Hunan Province,this paper is based on the current status of mining and economic development in Hunan Province.By analyzing the existing problems and integrating domestic and international experiences,this paper constructs a general framework of green development of mining economy in the context of Hunan Province.This article first analyzes the connotation of the green economy development mechanism through the introduction of the basic concepts of the concept of mechanism,decoupling theory,circular economy theory,green economy theory and sustainable development theory,and clarifies the development process of mining economy.The role of the decoupling theory has clarified the similarities between circular economy theory,green economy theory and sustainable development theory;Secondly,this paper analyzes the current status of the green development of Hunan’s mining economy,and finds that the lack of prospecting for mineral exploration,the low level of exploitation and utilization of mineral resources,the heavy work of mine recovery and management,and the time-consuming task of industrial structure adjustment are mainly due to green development.The concept fails to be implemented,the supporting laws and regulations are not perfect,the scientific management system has not yet been built,the lack of professional personnel protection mechanism and the financial and tax security system are not sound enough;Thirdly,through the comprehensive analysis of domestic and foreign outstanding experience including the United States,Canada,Australia and China’s Jiangxi Province,Hebei Province,Zhejiang Province,this paper provides a reference for the development of green development of Hunan’s mining economy.Finally,on the basis of the foregoing,this paper has constructed the green development mechanism of Hunan’s mining economy from the six dimensions,namely regional governance mechanisms,dynamic mechanisms,coordinated development mechanisms,multi-agent participation mechanisms,multiple safeguard mechanisms and innovationdriven mechanisms.And this paper clears the basic principle of operation and puts forward the optimization countermeasures of green development mechanism of mining economy in Hunan province.
