As an important policy tool to protect the environment and realize the green development,environmental regulation is the basis of realizing the economic transformation and upgrading and the optimization of the export of enterprises.From 3 dimensions of production cost,technological innovation and barrier effect,this study explores the mechanism of environmental regulation on enterprise internationalization.Based on the social and economic development,the matching data of industrial enterprise and environment,two methods of comprehensive index method and clean production standard are used to face the environment of our manufacturing enterprises.On the basis of the systematic grasp of environmental regulation and enterprise internationalization,the bivariate Probit model is used to test the influence of environmental regulation on the i nternationalization of enterprises.The results show that environmental regulation exerts different degrees of influence on enterprise internationalization through 3 main paths: production cost,technological innovation and barrier effect.Environmental re gulation affects the export competitiveness and profit rate of enterprises through production costs;through the mechanism of reverse force,it affects the utility of enterprise technology innovation by 3 major ways of predominance,innovation compensation and difference effect,and then influences the way of enterprise internationalization.The number mechanism and price mechanism of the barrier effect influence the number of enterprises and the number of goods in the industry.Quantity and export commodit y price exert an influence on the way of internationalization of enterprises.China's manufacturing enterprises have successfully completed the internationalization of product sales.At present,it is in the international stage of R&D.A small number of enterprises have entered the third stage of enterprise internationalization and began to internationalize the operation management system.However,China's manufacturing enterprises also have a low degree of internationalization and poor international benefi ts as well.There is a big gap between the world famous transnational corporations and other problems.The empirical results show that the two core variables of environmental regulation intensity and environmental regulation policy promote the internationa lization of enterprises from export to foreign direct investment.Environmental regulation affects the critical productivity of enterprise export and foreign direct investment by "following cost" and "extrude effect",improves the export threshold of enterprises and increases the income of enterprises' foreign direct investment,thus restraining the export of enterprises and improving the level of direct investment of enterprises.The influence of environmental regulation on the way of enterprise internatio nalization has the characteristics of heterogeneity,the effect on the eastern region and the mild pollution industry is remarkable,and the level of the effect on the central and western regions and the severe pollution industry is not obvious.In additio n,the enterprise productivity,financing constraints,foreign investment ratio,R&D input,capital labor ratio,enterprise scale and other variables have different influence on the enterprise internationalization.Based on this,the government should opti mize the policy combination,the various environmental regulation and policy tools and the non-environmental regulation policies,according to local conditions,the remedy to the case,the orderly regulation and regulation of regional environmental regulat ion intensity,the expansion of enterprise financing channels,the optimization of enterprise internationalization,and the coordination of the economic and environmental effects of the state-owned enterprises.
