Research On The Influence Of The Promotion Incentives And Environmental Assessment On Environmental Pollution

In the recent four decades of reform and opening,China's economy has achieved rapid development.However,the extensive economic growth mode,which has long been dependent on resource consumption,has brought about increasingly serious problems such as environmental pollution and ecological destruction.Establishing awareness of environmental protection,protecting green mountains and rivers,building ecological civilization,the 19 th National Congress of the Communis t Party of China focus once again focus on the construction of ecological civilization.In the course of the tortuous development of China's economy and environment,Chinese-style institutional arrangements are considered to be an important driving factor.Among them,performance evaluation and political promotion are both an important motivation for local officials to develop local economy and accumulate political capital,also an important reason for the long-term cost of economic such as inducing short-term behavior of local officials and increasing the long-term cost of economic development.Therefore,how to optimize the mechanism of official promotions and performance appraisal and how to enhance effectiveness of such Chinese-style institutional arrangements is an important issue to be urgently solved in the process of coordinating economic development with environmental protection and realizing regional sustainable development.This paper explores the internal mechanism of environmental assessment and the environmental pollution caused by promotion incentives.Based on the data of China's 31 provinces,municipalities and autonomous regions from 1992 to 2015,this paper analyzes the status of promotion incentive,environmental assessment and environmental pollution,at the same time their impacts were analyzed empirically,and found that: In the way of official performance appraisal with GDP assessment as the main content,promotion incentives have significant positive impacts on environmental pollution,and there is a time lag in these impacts.However,after 2007,with the improvement of environmental assessment intensity,the impacts of promotion on environmental pollution are no longer obvious.The relationship between the rigor of environmental assessment and environmental pollution is inverted U-shaped,indicating that the intensity of environmental assessment needs to be increased to a certain extent in order to produce an effective positive incentive for officials' environmental governance.The phased empirical results show that in 2007,the interaction coefficient between environmental protection assessment and promotion incentive changes from positive to negative,which indicating that in the environmental assessment of the implementation of a more relaxed historical stage,environmental assessment is difficult to reverse the incentive effect of environmental pollution.However,after the implementation of a major energy conservation and environmental protection policy that marked a significantly im provement in the intensity of environmental assessment,promotion and promotion improved the quality of local environment by acting on the environmental assessment mechanism.The subregional empirical results show that the promotion of officials in the eco nomic circle of the Yangtze River Delta and the Bohai Economic Rim has the opposite effect on environmental pollution.The promotion of highly educated officials is weaker than the promotion of environmental pollution by older officials.By setting dummy variables,it is further confirmed that major environmental policies interact with promotion and incentive mechanisms to jointly reduce the regional environmental pollution index.Among other factors that affect the environmental pollution,lower energy consumption level,higher level of foreign trade and stronger regional R & D capability can effectively promote the improvement of environmental quality.Based on the results,this paper proposes the following suggestions: improve the promotion mechanism for officials and strengthen environmental governance.Improve the weight of environmental assessment,and strengthen environmental assessment incentives.Enhance environmental policy differences,effectiveness and stability.Promote the education of leading cadres' qualifications and environmental education.Increase energy efficiency,increase openness,and research and development.Through the above measures,the system of political promotion and environmental assessment will be optimized so as to promote th e coordinated development of economy and environment.
