With the development of economic globalization and regional economic integration, the economic development of countries has become more and more compact, and countries and regions have increasingly become an inseparable whole. The rapid development of China ’ s economy has benefited from the reform and opening up in 1978.Especially after joining the World Trade Organization in the early 21st century,China’ s international economic and trade activities have become more active and foreign direct investment has continued to increase substantially. However, with the rapid economic development is the deteriorating ecological environment, water pollution, solid waste pollution, air pollution, especially in recent years, the frequent occurrence of haze problems,in 2013 China suffered the most severe haze weather. The haze problem has always weakened people ’ s quality of life and threatened the sustainable development of humankind. Therefore, how to deal with the relationship between economic development and ecological environmental protection is very important today. This article focuses on the study of the influence of foreign direct investment on hazy weather. This article first reviews the literature on foreign direct investment in foreign countries on the environment, and presents relevant theories of economic development and ecological environment. Then qualitatively analyze the current situation of foreign direct investment and smog pollution in China, and summarize the relationship between them. Then the spatial econometric analysis of the impact of foreign direct investment on haze pollution, including the calculation of the global Moran index of 30 provinces in 2000 and 2012,to determine whether there is a spatial agglomeration effect as a whole,at the same time, according to the local Moran scatter plot and the LISA cluster diagram, the local spatial agglomeration and spatial differences are analyzed. Then according to the study of this paper,we need to set a suitable measurement model-Space Dubin model, and carry out Hausman test and likelihood ratio(LR)test to judge the applicability of the spatial Dubin model. Finally, the maximum likelihood estimation(MLE)of spatial Doberman model was used to obtain the regression results using statal4 software. The empirical analysis results show that there are spatial agglomeration effects in foreign direct investment and smog pollution in most provinces in China, and the "pollution halo" Hypothesis was established in our country. Finally, according to the empirical research results, combined with other national experiences, the following policy recommendations are proposed for the governance of haze pollution:raise the threshold for foreign investment, and introduce high-quality foreign investment;Accelerate the transformation of scientific research achievements into a cleasn technology step;strengthen coordination and joint prevention and control of different haze pollution between regions;improve the ecological and environmental protection system and strengthen environmental supervision and enforcement.
