Since the reform and opening up 40 years ago,on the one hand,China's rapid economic development,the scale and speed of foreign investment is also growing,has become an important force affecting China's economic development and one of the main factors.According to the China statistical yearbook,the total investment of Chinese enterprises with foreign investment in 2017 reached 68.992 billion us dollars,a leap increase from 753.5 million us dollars in 1997.On the other hand,along with the rapid economic growth,air pollution problems such as haze have become increasingly prominent.Especially since the end of 2011,a large range of haze has occurred in many regions in China,exerting a profound impact on peopled production,life and health.According to the global urban pollution database released by the World Health Organization(WHO)in 2016,30 of the top 100 most polluted cities are in China.Therefore,the problem of haze pollution has become the focus of the whole nation and even the whole world.These two phenomena raise two questions.One is whether foreign-invested enterprises make use of incomplete environmental policies to make China a"pollution paradise',or whether they promote China's "pollution halo" effect through technology spillovers.The second is the extent to which foreign-invested enterprises affect China's haze.To answer these two questions,it is necessary to analyze the correlation between foreign investment and haze pollution.At present,there have been a large number of studies on the relationship between the two at home and abroad.Many scholars have conducted extensive and in-depth discussions on the relationship between fdi and PM2.5 or PM lo in haze pollution,and adopted different estimation methods and data sets for theoretical analysis and empirical test.However,there is a lack of analysis on the relationship between foreign-invested enterprises and PM0.5,an ultrafine particle.However,a large number of literatures and studies have shown that PM0.5 is far more harmful to human health than PM2.5 and PM10,and foreign-funded enterprises occupy a dominant position in foreign investment.Therefore,the analysis of the relationship between the investment of foreign-invested enterprises and PM0.5 pollution is more conducive to grasp the two core objects of the main contradiction,realize the reasonable joint investment to prevent and control haze,and improve the efficiency of scientific haze control.this paper uses PM0.5 data acquisition and control variables to select these two innovation points,was written with the foundation of different views of environmental effects,to investigate the foreign business investment influence on fog as the core,uses the empirical model of spatial effect as the main line,reveals foreign investment's influence on the formation environment from the theoretical foundation model to the reality and empirical model level,and put forward the design of foreign investment in harmony with the ecological environment,set indicators,build a model,describe and count related indicators,and then test the spatial correlation of each indicator,and verify the correlation between the number and total investment of foreign invested enterprises and haze through the spatial econometric model.The main conclusions of this paper are as follows:(1)PM0.5,PM2.5 and PM10,as well as the number and total investment of foreign-mvested enterprises,all have obvious spatial agglomeration effect in geographical distribution,and each single factor has cross-regional influence to a certain extent;(2)In China,the haze pollution caused by foreign investment is the "pollution halo" effect;(3)The relationship between China's GNP and three types of inhalable particles indicates that the influence of GNP on haze still conforms to the characteristics of the kuznets environmental curve;(4)Population size,urbanization rate,building size and energy consumption all contribute to the increase of PM10 concentration.Thus puts forward the corresponding policy recommendations:(1)We should attach great importance to the trans-regional influence of haze and actively establish a "joint prevention and control" mechanism of haze pollution.On the basis of focusing on urban haze,we should also prevent rural haze and carry out trans-provincial and trans-basin haze prevention and control;(2)We will give full play to the role of foreignimvested enterprises in improving smog,improve the effective incentive mechanism for foreign-invested enterprises,and continue to encourage their investment in China;(3)According to the inverted u-shaped relationship between GDP and haze pollution,short medium-and long-term countermeasures and targets are formulated for the use of foreign invested enterprises to control haze;(4)In areas with severe haze,the inflow of population and construction scale should be appropriately controlled,unit energy consumption should be gradually reduced,and soot emission should be effectively controlled;(5)According to the spatial aggregation effect,the financing mechanism of foreign-invested enterprises that pay attention to the combination of urban and rural areas and the interprovincial joint fight against haze.
