Study On Farmers' Participation In Rural Ecological Environment Governance

Farmers' participation is an important part of rural environmental autonomy.The issue of governance of rural ecological environment is directly related to the health of the majority of farmers.With the concept of “Lucid waters and lush mountains are invaluable assets” deeply rooted in people's minds,socialism with Chinese characteristics has entered the new era.We have made notable progress in building a beautiful countryside and an ecological civilization.At the 19 th National Congress of the Communist Party of China has put forward the strategy of rural vitalization,and pointed out that solving the outstanding environmental problems in rural areas,carrying out comprehensive governance of the rural ecological environment,and promoting a countryside that is beautiful and pleasant to live in.However,in the governance of rural ecological environment,it is not only to rely on the power of the government's single,but also to support,encourage,and mobilize the participation of farmers,and increase farmers' awareness of environmental protection.Farmer s' participation is an important basis and prerequisite for the governance of rural ecological environment.Farmers are the most direct stakeholders in the rural ecological environment.It is of great significance to participate in rural ecological environment governance.This paper comprehensively uses literature research methods,dialectical analysis methods,and systematic analysis methods to test the connotation and characteristics of rural ecological environment governance,farmers' status and work in the rural ecological environment governance,and the theory of Chinese Marxism on the construction of ecological civilization.Based on theory,this paper expound the situation of farmers' participation in rural ecological environment governance and analyze existing problems and restrictive factors,and propose corresponding countermeasures in an attempt,to provide references for rural farmers' participation in rural ecological environmental governance.This article consists of the following four parts:The first part: Introduction.It mainly includes the basis of topic selection and the significance of research,research status,research ideas and methods,frame structure and the innovation of the paper.The second part: It is the issues and theory of the farmers' participation in rural ecological environment governance.The relevant concepts of rural ecological environment governance were elaborated,the farmers' status in rural ecological environment governance was explained,the role of farmers in rural ecological environment governance was demonstrated,and the relevant theory of Chinese Marxism on ecological civilization construction were introduced.The third part: The current situation and restricting factors of farmers' participation in rural ecological environment governance.Nowadays,farmers' participation have made some achievements in rural environmental governance.However,due to factors such as farmers' environmental awareness,insufficient investment in rural environmental governance,and imperfect rural environmental governance mechanisms,there are still certain problems in the participation of farmers in rural ecological environment governance.The fourth part: The path to promote the participation of farmers in rural ecological environment governance.From the perspective of creating a cultural environment in which farmers participate in the governance of the ecological environment,broaden the methods for farmers to participate in the ecological environment governance in rural areas and improve the mechanisms for the participation of farmers in rural ecological environment governance.This article has carried out a comprehensive study of the connotation and characteristics of rural ecological environment governance,the status and role of farmers in rural ecological environment governance,the stituation and restraining factor of farmers' participation in rural ecological environmental governance,and the path in which farmers participate in the governance of rural ecological environment.There is a certain degree of innovation in the theoretical perspective.It proposes ways to promote the participation of farmers in rural ecological environment governance.we should create a culture environment in which farmers participate in the governance of rural ecological environment and strengthen the cultivation of farmers' ecological ethics.Through setting up rural-level environmental protection agencies at the township level,we can broaden the methods for farmers to participate in rural ecological environmental governance;Strengthen the interaction mechanism between the government and the peasants,and improve the mechanism for farmers to participate in the governance of rural ecological environment.
