Ppp Financing Scheme Design Of Nanning Xinxu River Environmental Comprehensive Improvement Project

Nanning city in 2015 to obtain the national first batch of "sponge city" construction pilot city qualification.Xinxu river as one of the 18 inland rivers in Nanning city,the development and construction on both sides of the river cause vegetation destruction,garbage disorderly discharge blocking river,urgent need to repair and protection.Xinxu-river-environmental comprehensive renovation project is another important inland river renovation demonstration project after Nanning was selected as the first batch of national "sponge city" construction pilot city,its construction and implementation is to practice the initiative of "sponge city".The nineteen big ecological civilization constructions of the party have been incorporated into the overall layout of "five in one" of the socialist cause,and comprehensive watershed environmental improvement is an important measure to vigorously promote the construction of socialist ecological civilization.River basin comprehensive environmental improvement project has the characteristics of large construction investment,low return on investment and long payback period.in the past,it was mainly funded and controlled by government finance with poor results,and the traditional project financing model needs to be innovated.This project is implemented by PPP mode with the consent of the municipal government.PPP model is a long-term cooperation relationship established between government and social capital in infrastructure and public services.it is an innovative mechanism to provide public goods and services,which can better leverage financial capital,stimulate market vitality and transform government functions.This paper analyzes the successful experience of PPP project financing scheme in Nanning,and puts forward the key points of financing scheme design.On the basis of PPP concept,according to the general situation of the project,this project financing scheme "PPP+ CDB loan" is designed on the basis of establishing the project company,investment arrangement,financing institutions and financial institutions.especially,the CDB loan scheme is designed and corresponding financial analysis is made,and the safeguard measures for the implementation of this project financing are designed,which is conducive to promoting the smooth implementation of this project by virtue of the advantages of Nanning municipal people's government,CDB and social capital,and provides reference for the financing of subsequent river basin governance construction projects in Nanning.
