Ecological wetland is "the kidney of the earth",which not only plays a role in adjusting the environment and conserving water,but also has great economic value.The territory of China is vast and wetlands are large scale,wide distribution and have a wild range of items.The area of wetlands ranks third around the world.As a result of economic development,population explosion and global warming,the area of ecological wetlands has reduced substantially.The environmental pollution is becoming increasingly serious,which hinders the sustainable development of economics and society and influences people's life.Therefore,it's urgent to save the ecological wetland.The construction,operation and management of ecological wetland is an important part of the construction of ecological civilization.It is also one of the important themes in the "13th Five-Year Plan" of our country.It is the realistic requirement of our country to achieve sustainable development.Ecological wetland construction requires large-scale capital investment.The stable and constant source of funds can guarantee that the project of ecological wetland construction run smoothly.it's also the main bottleneck during the current development of ecological wetland in China.Ecological wetland construction is an important content of the ecological environment protection.It belongs to the category of public goods.Its characteristics of large scale,long construction period and difficult recovery from funds determine that ecological wetland construction is mainly financed by the financial investment of government.The huge financial needs is a heavy financial burden for the government.Therefore,combining the characteristics of ecological wetland construction projects,actively exploring diversified financing channels and constructing the financing mode of ecological wetland construction is the core of building a diversified wetland operation and management model.It is also necessary for solving the problem of wetland construction and protecting the funding.Based on the research of financing of ecological wetland construction project and quasi-public welfare project,using the theory of financing and combining the characteristics of ecological wetland.this paper constructs the diversified financing mode of ecological wetland construction The article is divided into six parts:The first part is the introduction,which includs introducing the background of financing ecological wetland construction,the significance of research and the purpose of research and the definition and positioning of ecological wetland construction projects,focusing on reviewing domestic and foreign quasi-public welfare projects and research results of financing methods of ecological wetland construction.The second part is the introduction of related theory with ecological wetland construction financing,such as theory of project distinguish,stakeholder theory,project financing theory,transaction cost theory and ecological wetland construction financing.At the same time,the existing financing methods are introduced and analyzed.The third part focuses on the current situation of financing of ecological wetland construction in China.Considering the characteristics of construction and management of ecological wetland,based on public-private partnership mode,the fourth part builds a financing mode for ecological wetland construction which is under the government subsidy,adopts the market operation and can have multi-stakeholder participate.The fifth part is the empirical analysis of the diversified financing models by taking the Jiangwei wetlands in Shangguan town of Dali as an example.The sixth part is the conclusion and suggestion.
