With the growth of economy and human civilization progress,kinds of environmental problems,especially water environmental problems take more and more attentions.Under the background of informatiztion and digitization,Therefore,it is of great importance to make use of modern gigital information system to serve for the environment protection.The rich data resources from widely performed water environment protection and research,the improvement and development of information technology about water environmental protection such as GIS make the computer technology widely used in the field of environment management.It has become an important development direction,which could realize the visual simulation of a river 's water quality,do the work of water quality management and water ecological monitoring in further through combination of mathematical model,weight distribution model and GIS information technology.In this study,the Visual Basic 2008 from the Microsoft company is used as a development utility,it could call database control to achieve a seamless connection between the database and the whole management system,so as to construct the trunk stream of Liaohe River water environment management system.Construct the environmental information database by data collecting and program compling;Completed the construction and dynamic screening of Liao River according to the actual situation of Liao River protection area;Using one-dimensional unsteady water quality model to achieve the whole basin water quality simulation and macro simulation of real time for the future the water quality monitoring points of the proposed design combined with the general situation of Liao River Basin;Using ArcGIS component(Objective 2.0)system makes all kinds of data to chart a more intuitive way to show.From a number of aspects of information management and visualization of water quality from Liao trunk stream water environment related data query,display,input,output and analysis of key water and ecological index selection can be achieved on the Liaohe trunk stream water environmental management.This study details the design scheme of the environmental management system and building process,and the effect can be achieved,the program structure analysis,system function concrete realization are introduced in detail.This system realizes the Liaohe trunk stream water environment management information,read,rapid analysis and map display function;the accumulation of large amounts of information to realize the digitization of the Liao River's network information;the system can realize the simulation and prediction of the whole basin water quality and pollutant carrying capacity;dynamic screening using principal component of water ecological construction the monitoring system is able to complete the Liaohe river ecological index analysis method and Dynamic screen,through different experts on data analysis and systems for the analysis of the weights should be water ecological index regulation to protect the priority for the water,to overcome the deficiencies of other methods of investigation.
