Research On The Evaluation And Application Of Municipal District Niche

In recent years,with the reform of China's administrative system and the promotion of social governance,the municipal district in metropolitan area has gradually evolved from the original urban administrative subsidiary unit to an independent units with property rights and powers,has become the key scale of social governance and economic transformation.So we need the relevant theoretical research to guide its development.The niche theory is helpful for the municipal district to clarify its functional status in urban system,clarify the ecological relationship between the municipal district and guide decision-making effectively.In this study,the author introduce Niche theory into the Municipal District research,and take the municipal district itself is an independent research unit.Based on the characteristics of the administrative system of the municipal area in China,the author establish the theoretical framework of the niche theory in the municipal district and construct the evaluation index system of niche of municipal district.Put forward the application method of niche evaluation system and the development strategy of municipal districts.Finally taking Nanjing as an example to carry on the empirical research.First of all,based on the review of the niche theory and city governance related research,this paper puts forward three basic assumptions on the niche research in the municipal district,and ensure the definition,characteristics and theoretical points of niche in the municipal district.Based on the nature of the municipal area of competition,the niche of the municipal district is divided into two attributes:political and public,the former is built by the administrative force and the assessment mechanism,the latter is driven by public interest.Finally the author put forwards the niche of municipal district can be measure by width,depth and overlap three dimensions and determine its measurement methods and formulas.Secondly,with reference to the study of urban niche evaluation,this paper analyzes the resource system of political niche and public niche in municipal districts,taking the resource system as the support,considering the availability of data,and finally selecting 32 political niche evaluation indexes and 34 public niche indicators to build the municipal distict niche evaluation index system.There are several basic application directions of the niche evaluation system:(1)identify the municipal area in the urban ecosystem of the functional status,that is,the overall evaluation;(2)determine the ecological relationship between the municipal districts,identify competitors,that is,the degree of overlap evaluation;(3)assess the sustainability of a single municipal district,that is,the evaluation of coordination.Then,based on the research on the development strategy in the niche theory,the author puts forward two basic strategies,such as the coordinated development of the municipal districts and the coordinated development of the municipal districts,then derives three development strategies:dislocation separation,symbiosis and internal coordination.Combined with the evaluation results to determine the scope of application of each type of development strategy.Third,based on the data of 11 municipal districts of Nanjing in 2015,using principal component analysis and cluster analysis methods to carry out overall evaluation,niche overlap evaluation,coordination degree evaluation.The evaluation results include:(1)the niche ordination and its space law of municipal districts of Nanjing;(2)the development trend of Nanjing municipal districts;(3)main factors influencing the formation of Nanjing municipal districts niche;(4)the spatial difference of municipal districts competition and the most intense competition opponent between municipal districts in Nanjing;(5)the coordination assessment value and sustainable development potential of Nanjing municipal districts and the factors affecting the coordination degree.Finally,according to the results of the evaluation and analysis and the applicability of the classification development strategy,the niche pattern and core problems of each municipal area are identified,then put forward the specific development strategies are for 11 municipal districts in Nanjing.The empirical study of Nanjing area has verified the universality of the evaluation system and the evaluation method of the niche in the municipal districts,which is of great significance to the ueban planning and development of the same type city and city area.
