| Many provinces in China are actively carrying out port resource integration,and the effect of port resource integration is becoming more and more remarkable.Jiangsu Province established the Port Group in 2017,which is committed to the integration of port resources.Lianyungang Port took the lead in the integration of port resources in the city in 2015.It is of great practical significance to study the optimal allocation of port shoreline resources.In the existing research,Lianyungang Port lacks a systematic and quantitative evaluation index system for coastal resources.The provincial government clearly mentioned in the document the urgency of establishing an evaluation index system for coastal resources.On the other hand,in the process of port operation,the adjustment of function orientation after resource integration and the different needs of customers also bring new requirements to berth-quay joint dispatching.In order to study the optimal allocation of coastal resources in Lianyungang Port,the current situation of the utilization of coastal resources in Lianyungang Port was analyzed by means of field investigation and literature analysis.The evaluation indexes were determined combined with expert opinions and related research.Aim to the lack of the evaluation index system for the utilization of coastal resources in Jiangsu Province and the research needs of this paper,an evaluation index system for the utilization of coastal resources in Lianyungang Port was established combined with the analytic hierarchy process and information entropy theory.The corresponding weights and scores were calculated by expert scoring method.However,there are many subjective factors in the expert scoring method and there are different evaluation scales,the relevant objective data of other major coastal ports in China were used to obtain the functional relationship between the quantitative value of the index and the corresponding score by the method of probability density function fitting.The result of Lianyungang Port was validated by using the objective data of the port directly.The quantitative method improves the objectivity and applicability of the evaluation index system.For the current situation that the operation level of Lianyungang Port needs to be improved urgently,berth scheduling is chosen as the breakthrough point to establish a berth and quay bridge joint dispatching model for container terminals with continuous berths in this paper.Considering the huge losses caused by the large vessels detained in modern container ports,it is necessary to improve the service and competition level of the ports.Based on ship priority,the sensitivity of ships with different quantity of goods to time delay is considered.The optimization models are constructed with the objective of minimizing the total time of ships in port and the total delay time of ships.Type.Finally,the genetic algorithm is used to solve the problem in Lianyungang Port and the results under two objective functions are compared.Compared with the traditional target model,the total delay time of the ship is reduced,and the ship with larger volume of goods has a higher probability to be loaded.But the total time of the ship in port increases slightly. |
