The problem of water resources is not only a world problem,but also an important prerequisite for the development of each region.With the continuous progress of society and the rapid development of the economy,the demand for water resources by various water departments is increasing,and there is a shortage of water resources With the deterioration of the water environment and other problems,the contradiction between the supply and demand of water resources is becoming increasingly serious.These problems have seriously restricted the development of the region.This paper systematically expounds the theory of optimal allocation of water resources and the establishment of regional optimal allocation models of water resources,establishing economic,social,and environmental benefits as the objectives,and the constraints of regional water supply,user water demand,and regional coordinated development as constraints.Conditional water resources optimization allocation model,determine the optimal water distribution plan,realize the sustainable development of regional water resources,provide protection for social and economic development,and use Ganzhou District of Zhangye City as a research area to optimize water resources in Ganzhou District Case study of configuration.Based on water resources development and utilization and social and economic data in 2016,based on the water resources demand forecast data of Ganzhou District in2025 and 2030,the decision variables in the model are encoded,the relevant parameters of the model are formulated,and the constraints are determined Conditional processing methods are used to improve the model's fitness function,crossover rate,and mutation rate.The overall system optimization and improved genetic algorithm are used to optimize the calculation and solution,and the water resource allocation plan suitable for Ganzhou is calculated.It is concluded that the total water distribution in Ganzhou District in 2025 is 692 million m~3,of which the domestic water distribution is34.414 million m~3,the ecological water distribution is 10.5921 million m~3,the industrial water distribution is 15.42 million m~3,and the agricultural water distribution is 63194.21 million m~3.In 2030,the total water distribution is 704 million m~3,of which domestic water distribution is 40.439 million m~3,ecological water distribution is10.7647 million m~3,industrial water distribution is 14.61 million m~3,and agricultural water distribution is 63.458 million m~3.And the analysis of the supply and demand balance of water resources in Ganzhou District shows that in 2025,the water shortage department in Ganzhou District is the agricultural water consumption department,with a water shortage rate of 16.27%,and the rest of the water consumption departments are not water shortage;The rate is 7.82%,and there is no shortage of water in other water-using departments.Regarding the problem of water shortage in Ganzhou District,corresponding countermeasures are proposed,and the applicability of the genetic algorithm applied in the multi-objective optimal allocation of water resources to the entire region is analyzed.
