Research On Innovation System Of Strategic High Technology

Strategic high technology is based on the results of the modern frontier scientific research,which is a series of high-tech(group)in line with the national strategic requirements,and can serve the needs of current national defense and military construction.In the wave of science and technology sweeping across the globe,the sudden emergence of strategic high technology not only has a profound impact on the development of the economy and society,but also brings a broader thinking space for philosophical speculation.The article begins with a theoretical analysis of the concept of strategic high technology.The following part of the article takes the strategic high technology innovation system as the research object.In accordance with the law of the development of strategic high technology and the innovation process of strategic high technology,this paper constructs the logical model of strategic high technology life cycle,which consists of 4 typical stages,including selection,management,achievement transformation and evaluation.Each stage is carried out according to the theoretical explanation and the case analysis.This paper attempts to demonstrate the theoretical results,lists the development of domestic and foreign strategic high technology examples,the organizational structure of a complete picture of strategic high technology system,to explore the factors restricting the strategic high technology innovation development system.Through theoretical analysis,logical argument and case study,the article explains the different types of strategic high technology choices,constructs the basic model of the choice decision-making system.Discussing the organization and management system of strategic high technology from macroscopic and micro-level The United States,the Soviet Union and Japan as the representative of the analysis of the different types of strategic high technology organization and management system characteristics;analysis of the strategic high technology achievements into the system of the implementation process,pointed out that the strategic integration of military and civilian will become the future strategy of high-tech achievements of the main Model.Taking the history of American test and evaluation system as an example,the paper discusses the basic framework and model of strategic high technology evaluation system.At the end of this paper,combining with the previous analysis,discussion and examples,the paper puts forward some countermeasures and suggestions for the establishment and improvement of the system and mechanism of strategic high technology innovation.
