Since the reform and opening up,China's economic and social development has made remarkable achievements,but the problem of unbalanced and inadequate regional development has become increasingly prominent.Regional coordinated development has increasingly become a major problem in our economic and social development,among which the development of old revolutionary areas is one of the key short boards that affect the regional coordinated development of our country.The development and construction of the old revolutionary areas have always been highly valued by the Party Central Committee and the State Council.The report of the Party's 19 th National Congress placed the old revolutionary areas on the priority of regional coordinated development strategies,and clearly stated: "To implement a regional coordinated development strategy,we must We will step up our efforts to support the accelerated development of old revolutionary areas,ethnic areas,border areas,and poor areas,...to establish a more effective new mechanism for coordinated regional development." In recent years,in order to make up the key weakness of the old revolutionary areas,the state has issued the revitalization and development plans for the key old revolutionary areas of ShanGanNing,GanMinYue,Dabie mountain,Zuoyouriver,ChuanShan.As an important and special regional coordinated development strategy,how to evaluate the effect of the policy scientifically is particularly important.In view of this,first of all,this paper summarizes the relevant literature and theories at home and abroad,and puts forward three research hypotheses;Then,based on the panel data of 110 cities in 2009-2017,this paper empirically tests the research hypotheses from the perspective of economic effect,people's livelihood effect and endogenous power of economic development by double difference method,in order to make a scientific assessment of the policy effect of the revitalization and development of the old revolutionary areas;Finally,a series of robustness tests such as homogeneity hypothesis test,counterfactual test and PSM-DID test are carried out for the empirical results.In addition,this paper further investigates the regional heterogeneity of the policy effect of the revitalization and development of the old revolutionary areas.The results of empirical research show that: First,from the perspective of economic effect.The policy of revitalizing and developing the old revolutionary areas can significantly improve the per capita GDP,which has a significant role in promoting the economic development of the old revolutionary areas.Second,from the perspective of people's livelihood effect,the implementation of the revitalization and development policy in the old revolutionary areas has a significant positive effect on the improvement of per capita disposable income of rural residents,which has a positive effect on people's livelihood;Third,from the perspective of entrepreneurship effect,the implementation of the revitalization and development policy in the old revolutionary area has played a certain role in the development of entrepreneurship in the old revolutionary area,but the effect is not obvious enough;Fourth,in the study of the regional heterogeneity of the policy effect of the revitalization and development of the old revolutionary areas,it is found that there are typical regional heterogeneity in the three aspects of economic effect,people's livelihood effect and entrepreneurial effect.According to the above results,it is further revealed that the actual effect of the revitalization and development policy of the old revolutionary areas is "more fish,less fish".Accordingly,This paper points out that we should carry out the strategy of regional coordinated development and promote the high-quality development of the old revolutionary areas;Deepen the reform of system and mechanism and stimulate the vitality of innovation and Entrepreneurship;Vigorously develop modern service industry and promote the transformation and upgrading of economic structure;Adopt differentiated development policies according to local conditions.
