Study On The Influence Factors Of Technology Absorption In Hebei Province

Technology absorption is an important means of the flow of scientific and technological achievements,along with the continuous strengthening of scientific and technological innovation to regional development,regional technology absorption capacity-building has become the focus of current research.Hebei Province,as a relatively weak area of scientific and technological resources and research and development capabilities,relies on independent research and development to meet the technical needs of regional development,compared with the rapid increase in technology absorption turnover in recent years,technology absorption has become an important means to meet regional technology needs,improve industrial production methods and enhance regional competitiveness.Therefore,it is of great significance to explore the composition of regional technology absorption capacity,analyze the important factors affecting the capacity-building of regional technology absorption,and promote the capacity-building of technology absorption in Hebei Province,so as to promote the upgrading of regional industries and realize the high-quality economic development driven by innovation.Based on the research of regional technology absorption capacity,the paper analyzes the mechanism of regional technology absorption operation by using the theory of absorption ability and the theory of technology transfer theory,constructs the regional technology absorption capacity model,and explores the main factors affecting the capacity-building of technology absorption in Hebei Province.Through comparative analysis,this paper explores the technology absorption contract type,the dominant industrial technology absorption demand and the cross-regional technology absorption difference,summarizes the characteristics of technology absorption capacity in Hebei Province under different configurations,and concludes that the current technology absorption contract in Hebei Province is mainly based on low-level technical service form,high level of technology transfer and technology development absorption is obviously insufficient;Combined with the previous regional technology absorption capacity model and the characteristics of technology absorption in Hebei Province,select and measure the technology absorption capacity index ofHebei Province,collect data on technology absorption in Hebei Province from 2003 to 2017,and verified the long-term equilibrium relationship between indicators through cointegration test and Granger causality test;Using the analysis methods of Ridge regression and Zou test,the leading factors affecting the construction of regional technology absorption capacity are obtained.The results found that the selected indicators had a causal relationship with changes in Hebei's technology absorption capacity within a certain lag period;the regional research funding structure,technology intermediary service capacity,financial loan capacity,and level of openness outside the region all affected the region to varying degrees construction of technology absorption capacity;through further analysis of Zou 's breakpoint test,it is found that the increase in non-basic research and development funding and the improvement of the business environment will further enhance the promotion of technology absorption capacity in the new period.Through the above-mentioned research,a policy plan for technology absorption capacity-building in Hebei Province is formulated.From the perspective of the weak areas of science and technology,in view of digesting and absorbing external technical knowledge,the government should focus on optimizing the investment structure of scientific research funds,perfecting the environment for regional absorption,innovating the way of science and technology services and establishing long-term and stable cooperative relations,enhance regional technology absorption capacity,adjust the focus of science and technology policy guidance,and make suggestions for regional economic development under the impetus of innovation.
