Research On The Innovative Method Of Natural Resources Allocation In Hunan Province

As a necessary for human survival and development,natural resources,can't be simply allocated by market or government for the scarcity and specificity.It was pointed out by 3rd Plenary Session of 18 th CPC Central Committee that the market should play a decisive role in resource allocation.Under the backg round of supply-side reform,it is the key to high-efficient that clarifying the role and position of government and market in natural resources allocation.The allocation not only seek the coordinated development of natural resources,ecological environme nt and social economy,but also design the allocation mode from the system level and more adapted to Chinese legal institution and social environment.In order to study the innovation of natural resources allocation mode in Hunan province,this paper comprehensively analyzed the respective roles of the government and the market in the allocation,and based on Property Rights Theory,State Intervention Theory and externality Theory,analyzed the deficiencies and causes of the allocation mode in Hunan,then put forward the innovation.During the data gathering process,Hunan have made some achievements in natural resources management such as the specific ownership of natural resources,the introduction of social capital,perfect the national natural resources assets management system and gradually establish the fee-based natural resources system,etc.But there are still some problems like lacking in natural resources property right system,government rent-seeking caused by the natural resources approval system,the natural resources market construction incomplete,insufficient compensation and value loss,etc.Through theoretical analysis,it was found that the deep-seated reasons for these problems.They were caused by the confusion of natural resources property,the inertia and failure of the government's role in the allocation process,the obstructed operating mechanism of trading market,and the lack of natural resources.value concept and compensation system.The comprehensive analysis above shows that the way to optimize natural resources allocation mode in Hunan province lies in perfecting natural resources property right system,changing the role of the government,perfecting the natural resources market and perfecting the natural resources value compensation system.Based on the analysis used classical theory,this paper effectively combined the reality situation of natural resources allocation in Hunan with the national system.Starting from the problems,this paper proposed a relatively innovative frame work of natural resources allocation and made some policy suggestions to support the effective allocation and development of natural resources in Hunan province.
