Coastal Natural Resources Balance Sheetunder The Presure Of Exploition In Beibu Gulf Of Guangxi Province,China

Natural resources accounting is a hot issue in the fields of environmental economics,environmental management,environmental geosciences,etc.It is the main way to recognize the substantial resources and guide the management and protection of natural resources.Therefore,the balance sheet of natural resources is an effective tool for assessing the environmental impact of resources development activities.This paper focused on the natural resources accounting of natural coastlines,ecological wetlands and environmental capacity in coastal sea areas.Taking the coastal sea areas of BeibuGulf of Guangxi Province as a case study,the system of balance sheet which integrated the physical quantity and value accounting met:hods of coastal resources was constructed based on the fact that the reclamation activities interfere violently.The paper attempted to compile a natural resources balance sheet for the coastal sea areas of Beibu Gulf in 2011?2017.The coastlines resources were identified and classified by visual interpretation with the help of Google Earth high-resolution remote sensing images.The spatial value of coastlines resources was estimated by the correction method of coastline benchmark price.Landsat images were interpreted and the information of coastal wetlands resources were extracted by decision tree classification,and the ecosystem service value of coastal wetlands resources was evaluated.The model of environmental capacity of sea areas was built,and the value of environmental capacity was calculated by alternative cost method.The results showed that:(1)the natural coastlines resources of Beibu Gulf in 2011 and 2017 were 592 and 531 km respectively,and the value of natural coastlines resources decreased from 49.701 billion Yuan to 44.621 billion Yuan;the coastal natural wetlands resources of Beibu Gulf in 2011 and 2017 were 123902.47 and 121025.11hm2 respectively,and the value of coastal natural wetlands resources was reduced from 9.401 billion Yuan to 9.184 billion Yuan;the marine environmental resources(DIN,CODcr,Petroleum Pollutants)capacity of Beibu Gulf in 2011 and 2017 was 4749.98,64095.81,829.80 t and 3905.91,47327.45,826.84 t respectively,and the value of marine environmental resources decreased from 2.89 billion Yuan to 2.15 billion Yuan;(2)the resources liabilities of coastlines resources,coastal wetlands resources and environmental resources of Beibu Gulf from 2011 to 2017 were-26.42,-2.16 and-0.73 billionYuan respectively,thus the total liability of coastal sea areas was-29.31 billionYuan,which illustrated that the natural resources in the coastal sea areas of the Guangxi Beibu Gulf have a large loss under the pressure of exploitation;(3)the preliminary compilation of the natural resources balance sheet of the coastal sea areas of Beibu Gulf can help the government management departments to understand the economic benefits of coastal resources and environmental losses,which is of far-reaching significance for the sustainable development of the economic environment of Beibu Gulf.In addition,the compiling method of the natural resources balance sheet of coastal sea areas integrated in this study provides a reference for other similar coastal cities in China.
