Study On Perfect Policy Of Mineral Resources Allocation In Hunan Province

The ownership of mineral resources in China belongs to the state,so mineral resources are typical public resources.With the development of living standards,the per capita energy consumption has also increased.As a large province of mineral resources,Hunan Province has many kinds of non-ferrous metals,large reserves and high mining degree.However,there are some problems in Hunan Province,such as the contradiction between supply and demand of mineral resources and the non-standard market of mineral rights trading.As the manager of mineral resources,the government should formulate and issue policies to guide the optimal allocation of mineral resources.The rational exploitation and utilization of mineral resources can be realized through policy guidance to ensure the rationality and scientific nature of mineral resources allocation.Because mineral resources are the general name of all mineral species attached to the surface layer of the ground,they can not be directly allocated,and the government can achieve the purpose of optimizing the allocation of mineral resources by formulating and issuing policies guide the allocation of mineral rights.Therefore,this paper collects and collates the text of Hunan mineral resources allocation policy,and uses the text analysis method to analyze the relevant elements of the policy text.Through the analysis of the policy text,it is found that the policy of mineral resources allocation in Hunan Province tends to perfect,and increases the freedom of the market.But still exist: the policy text is not perfect,the policy lacks the pertinence to the province situation,the policy implementation appears the deviation,the policy system is not perfect and so on The reason is that the superior law lags behind,the lack of public participation and expert argumentation,the lack of in-depth investigation of the mineral rights trading market,the complexity of the subject and object of policy enforcement,etc.In this paper,based on the theory of resource allocation,principal-agent theory,public resource management theory and public choice theory,this paper puts forward the policy of correcting deviation,perfecting the tax system of mineral rights allocation,perfecting the standard system of mineral rights trading market,strengthening the effectiveness of policy implementation,formulating and perfecting relevant supporting policies,and providing policy suggestions for the optimal allocation of mineral resources in Hunan Province.
