Water resources are important natural resources to ensure the sustainable development of the regional social-economic and ecological environment.At present,with the increasing emergence of various water resources security issues,people have paid more and more attention to regional water resources security.Carrying out an objective and effective regional water resources security assessment can find potential dangerous factors in the region,find out the factors that have a greater impact on regional water resources security,and identify the limiting factors,so as to provide regional water resources environmental governance and development and utilization,and sustainable water resources development provides a reference.In view of this,based on the analysis of the current situation and problems of water resources in Luoyang city for many years,this paper builds a water resources security evaluation model around the four aspects of "water volume-social-economic-ecological”,and selected SPA-VFS?TOPSIS method and T-S fuzzy neural network to evaluate and analyze the water resources security in Luoyang for many years,in addition,the diagnosis of obstacle factors is introduced to quantitatively identify the obstacle factors that have an impact on water resources security in Luoyang..The following progress was made in this study:Starting from the four aspects of "water safety,social safety,economic safety,and ecological safety",initially selected 17 evaluation indicators to build a water resources security evaluation index system,then use correlation analysis to screen the evaluation indicators,This paper combines game theory with variation coefficient method and the method of rank sum ratio,and constructs the set pair analysis-variable fuzzy Set evaluation model of game theory combining weighting,using this evaluation model to evaluate Luoyang's water resources security status from 2008 to 2017.The results show that,there are only two differences between the evaluation results based on game theory combination weighting,the variation coefficient weighting evaluation and the rank sum ratio weighting evaluation result,and the evaluation results in the remaining years are basically the same.Luoyang City's water resources security status was more dangerous in 2008 to 2010.From 2011 to 2017,Luoyang City's water resources security status was critical,indicating that Luoyang City's water resources security status has improved.This shows that the evaluation model is feasible in water resources security evaluation,and the evaluation results have reference value.Using the TOPSIS evaluation model of game theory combination empowerment and T-S fuzzy neural network evaluation model to evaluate Luoyang City's water resources security situation,the results show that the set pair analysis-variable fuzzy set evaluation is basically consistent with the evaluation results of TOPSIS method,there is a difference between the evaluation result of set pair analysis-variable fuzzy set and the evaluation result of T-S fuzzy neural network,but the difference is not large.it shows that the above three evaluation methods are feasible in water resources security evaluation.The diagnosis of obstacle factors was introduced to diagnose the factors restricting the development of water resources security in Luoyang from 2008 to 2017.Based on the results of water resources security assessment and the analysis of the degree of obstacles to the indicators,specific suggestions are made.
