The increasingly serious problem of marine plastic garbage pollution is forcing people to take effective measures to deal with it.Compared with the difficulty of global cooperative governance of marine plastic garbage,regional cooperative governance has obvious advantages.Marine garbage is mainly terrestrial pollution.The most densely distributed areas are coastal areas.Taking the area as a governance unit is more likely to solve the problem of garbage pollution from the source.The specific ecological environment in different sea areas requires consideration of regional differences in governance.Regional marine garbage management cooperation will pay more attention to local and regional contexts,and the action plan will be more in line with the actual situation between countries in the region,reflecting the regional The common demands of all countries in the surrounding sea environment.Under a common regional context,regional cooperation paths make it easier for countries in different development stages in the region to join in,so that less developed countries can get more considerable returns with less investment,thereby further deepening cooperation.Marine debris will not only damage the ecological environment,but also affect socio-economic development and even endanger human health.Therefore,it is necessary to conduct in-depth analysis and research on this issue.For the study on the regional management of marine litter in the Northwest Pacific,the thesis is mainly divided into six chapters to elaborate.The first chapter mainly introduces the reason for choosing the topic,points out the research direction and research value of the article,and makes a detailed review of the current domestic and foreign research literature on this issue,so as to pave the way for future research.After the research methods are summarized,the breakthroughs of this article are explained.The second chapter is mainly to understand the definition of marine litter,understand what it is,and the distribution of its source,before focusing on related issues.The main reason for this is that humans are accustomed to treating the ocean as containing human waste.The cognitive tradition of natural "trash bins",large-scale manufacturing and consumption of plastics is one of the reasons for the increase in the amount of marine garbage.A large part of the continuous outbreak of marine debris is due to the failure of national managers to take corresponding measures at the institutional level and formulate certain standards to prevent and control marine debris.In addition,there are signs of weakness in the implementation of policies.Finally,the theoretical basis of marine litter pollution control,such as governance and regional governance theory,is explained.The third chapter describes the current status and dilemma of the governance of the marine litter area in the Northwest Pacific.It mainly analyzes the main content of the Northwest Pacific Action Plan,such as the formulation process and organizational structure.Participants did not form a joint force.The fourth chapter is the core part of the thesis,trying to find out the reasons that hinder the regional cooperation process of marine debris in the Northwest Pacific Ocean.Political differences and differences in economic development stages have created a region of inactive cooperation.The regional cooperation in this area had fatal flaws at the beginning of its formulation.The failure to establish restrictive laws is the reason for the lack of supporting arrangements for regional cooperation.The weak position of the key subject of non-governmental organizations is also one of the important reasons for the failure of cooperative governance in this area.Chapter 5introduces regional cooperation in other sea areas where the Northwest Pacific region can learn from.After analyzing three institutionalized regional cooperation models,it is found that the reason why these regional cooperation models are successful is because the geographical proximity makes the country The importance of the environment can be felt together between countries.It is decided by consensus among countries to establish an institutionalized regional cooperation model to stabilize the results of cooperative governance through the form of regional conventions.In addition,the joint participation of multiple subjects is also one of the beneficial experiences that promoted its success.Chapter 6 is a response to the aforementioned issues.To solve the predicament of regional cooperation in marine debris in the Northwest Pacific,we can learn from the experience of other regions and establish an institutionalized regional cooperation model in this region.First,political controversy needs to be shelved at the conscious level to form a "community" awareness.Second,learn about the Mediterranean model at the regional level and sign regional conventions,and formulate a marine litter protocol suitable for the region.Finally,we must attach importance to and cultivate non-governmental organizations to participate in the management of marine litter and make it an important synergistic force for regional cooperation.Although,the countries in the Northwest Pacific Ocean paid attention to the problem of marine litter pollution earlier and formulated relevant action plans,the marine litter pollution in this area has not been improved for some reasons.In addition,domestic and foreign scholars have responded to this problem.Limited attention has been paid to marine litter problems in the sea area,which has left blank research on the marine litter problem in the sea area.Therefore,this paper hopes to sort out the status quo of marine litter management in the Northwest Pacific Ocean,find out the problems in the cooperative management of marine litter in the Northwest Pacific,analyze regional cooperation practices in other seas,and extract useful experiences,and strive to find out the Northwest Pacific The direction of marine litter problem in the sea.
