Water resource is an essential resource for human survival and development,and it is one of the key resources that determine the rise and fall of social development and the harmonious coexistence of human and nature.With the growth of population,the improvement of people's living standards,the rapid development of various industries,the rapid increase of water consumption,resulting in the increasingly prominent contradiction between supply and demand of water resources.Huaitoutara irrigation area is located in Delingha City,Qinghai Province,which is located in the arid area of the inland river.It needs a lot of water for agricultural irrigation,but there are some problems such as insufficient water resources and low water efficiency.Based on the current limited water resources,it is an urgent problem for the region to open up resources and reduce expenditure,to allocate effectively,fairly and reasonably,to maximize the utilization rate of water resources,to realize the sustainable development of social economy and to ensure the stability and health of the ecosystem.Based on the principle of water balance,this paper explores the law of water cycle transformation in the study area,and studies the local water resources allocation in line with the principle of sustainable development.The main research contents and achievements are as follows:(1)The change characteristics of water cycle elements,the current water supply structure and the development and utilization of water resources in the study area are analyzed.The results show that the precipitation in the study area is increasing,and the annual distribution is very uneven,mainly concentrated in May to September,and the evaporation in the irrigation area is large,mainly concentrated in spring and summer;The structure of water supply and consumption in the irrigation area is single,with an average annual water resource of 24.386 million m3 and a total annual water supply of 14.4849 million m3.There are major water problems such as water shortage and low water efficiency.(2)Based on the current agricultural planting structure,the water transformation law of precipitation,irrigation water,soil water and crop transpiration in the irrigation area was studied.The results show that the water surface evaporation accounts for 34% of the total water consumption,the underground water supplied by infiltration accounts for 62% of the total water consumption,the social and economic system water consumption accounts for 43% of the total water consumption,and the natural ecosystem water consumption is occupied.(3)Combined with the regional development planning,the potential tapping capacity and Realization of precipitation runoff in the source area irrigation area are comprehensively considered,the corresponding water supply and demand conditions in different planning level years are analyzed and predicted,and the balance of supply and demand is analyzed.The results showed that under the condition of fully considering the agronomic water-saving measures in the source area,in the year of low water in 2025 at the planning level,the contradiction between supply and demand was prominent in the irrigated area,and the water shortage rate was 21.3%.In 2035,the water scarcity rate was 18.9% ?39.4% in plain years and in dry years.(4)A multi-user and multi-objective water resources coordination and efficient allocation model is constructed,which is solved by genetic algorithm,and the effect of water resources allocation scheme is simulated and analyzed based on the dissipation hydrological model applicable to the irrigation area.The results show that in 2025,the efficiency of agricultural water use will be greatly improved,the available water supply will be increased,the demand of users will be met,the supply of downstream lakes will be ensured,the ecological stability and healthy development will be maintained,and the scale of Prelude industry breeding will be appropriately expanded to further increase the economic benefits;In 2035,under the condition of low water year,the user's demand can't be met.Through solving the contradiction between supply and demand after making up the shortage in high water year,the optimal allocation of the regional system is realized.In the condition of high water year and flat water year,there is no surplus water resource available.Therefore,the agricultural planting scale in this area has reached the maximum scale.
