The development of the healthcare service industry has received extensive attention and practice worldwide.China has also witnessed the rapid development of medical services since the Economic reform and open up.As the Current Healthcare Reform continues to deepen,China's investment in healthcare resources has increased year by year.At the same time,the health level of residents has also been significantly improved.However,the overall level of health service production efficiency in China is still relatively low.In addition,there are varying degrees of imbalance in the allocation of health resources in regions,structures,supply and demand.Therefore,the evaluation index system of health service production efficiency is built around the research core of health service production efficiency,which is based on theories of public management,economics,and public health.Using this indicator system,China's inter-provincial healthcare system is evaluated as a decision unit.According to the conclusions,it is of practical significance to give policy suggestions to improve the efficiency of medical services.Based on a review of domestic and foreign literature,this study discusses core concepts and theoretical frameworks while defining the connotation of healthcare services and their productivity.The content,methods and index construction of healthcare service production efficiency evaluation was reviewed.In this study,we have established an inter-provincial healthcare service productivity evaluation system through sufficient empirical screening.Among them,the input indicators include the number of per capita health technicians,the number of beds in medical institutions,per capita health expenses,and residents' medical expenditures as input indicators.Output indicators include the number of outpatient visits per capita in medical institutions,the number of hospital admissions per capita in medical institutions,bed utilization,and maternal mortality.The data of this study are cross-section data and panel data of 30 inter-provincial decision-making units from 2010 to 2017.The method is to use the BCC model,super-efficiency model and Malmquist index model in the data envelope analysis method.An empirical assessment of the current status and trends of the production efficiency of provincial healthcare services in China.Seven points of research conclusions are obtained through research.First,the input and output of healthcare in China and provinces have been increasing year by year;Second,there is a large amount of wasted resources for provincial regional healthcare service resources;Third,the difference in pure technical efficiency is the main factor that causes the difference in technical efficiency of healthcare services across provinces;Fourth,there are large regional differences in the efficiency of healthcare service production across provinces;Fifth,China and inter-provincial and regional healthcare services are still experiencing extensive growth;Sixth,the difference in the efficiency of healthcare service production in the eastern,central,and western regions of China is gradually narrowing;Seventh,technological change is an important factor restricting the development of the efficiency of the production of healthcare services across provinces in China.Therefore,five policy suggestions are given to improve the efficiency of healthcare service production.First,optimize the input structure of healthcare service resources through macro-control;Second,regulate the allocation and utilization of healthcare service resource allocation;Third,encourage technological innovation to promote the efficient growth of healthcare service output;Fourth,make use of market mechanisms to achieve high-quality development of the healthcare service system;Fifth,deepen grassroots reforms and promote equalization of healthcare services.
