Study On Water And Drought Disasters In Haihe Basin During The Beijing Government Of The Republic Of China

Since ancient times,China has been a country with frequent floods and droughts.The prevention and control of disasters is a topic that governments and people can not avoid.Haihe River basin covers the economic circle of Beijing-Tianjin-Hebei region,and it has an important status of political,economic and cultural.The Beijing government of the Republic of China as an important transitional period in the process of social transformation and development in modern China.During this period,many major floods and droughts occurred frequently in Haihe River basin.Such as the Great Flood in Zhili province in 1917,and the drought of 5 northern provinces in 1920.It is found that in The Beijing government of the Republic of China period,the flood and drought disasters in Haihe River basin have the characteristics of obvious seasonal,strong destructiveness and easily give rise to multiple concurrent disasters.In facing disasters,different groups,such as the Beijing government and social groups,and people of different identities responded accordingly based on their own characteristics.It is particularly noteworthy that social charitable organizations formed by Chinese and foreign people have achieved remarkable results in disaster relief.Since the late Qing Dynasty,especially the beginning of the Republic of China,with the gradual development of western thoughts and learning,Chinese people began to think deeply on all aspects of traditional culture.Some new ideas and new understanding of the causes,the effects,the relief and the prevention of disasters have been produced.Because of disaster prevention,people put forward the idea of industry and science to save the country.It not only promotes the prosperity and development of natural science such as forestry,agriculture and soil and water conservation in modern China,but also indirectly affects the transformation of government management,social atmosphere,literature and art.By exploring the case and humanistic thought of disasters prevention and control during the Beijing government of the Republic of China,this paper provides reference and inspiration for accelerating the protection and management of ecological environment and the construction of ecological civilization in Beijing-Tianjin-Hebei region at present.
