In terms of China's natural resource management,the administrative law enforcement activities of the natural resources,forestry,water conservancy,agriculture and other departments are the guarantee for the smooth implementation of laws,administrative regulations,departmental regulations,etc.in the field of natural resources and the full realization of various administrative functions in the field of natural resources,Is the core and soul of the smooth development of natural resource management.However,due to the lack of sound law enforcement basis,unclear law enforcement subjects,inadequate law enforcement supervision,multiple law enforcement,and repeated law enforcement in the traditional natural resource administrative law enforcement model,various disadvantages affect the effectiveness of natural resource administrative management and restrict the economic development of the natural resources sector.The party and the state regard the comprehensive law enforcement reform as the trend of administrative law enforcement system reform.There is also a lot of research and discussion on the comprehensive law enforcement model in academic circles.Therefore,whether it is possible to carry out comprehensive law enforcement reform in the field of natural resources and how to implement the system Construction is an issue that focuses on important research.Based on clarifying the basic concepts of integrated law enforcement of natural resources,this paper summarizes the evolution of integrated law enforcement models and the three different classification methods of integrated law enforcement by academics.The integrated law enforcement models are divided into integrated law enforcement models within the department and integrated law enforcement across departments.Both of these modes.At the same time,it sorts out the normative basis of the comprehensive law enforcement model and responds to the queries of the academic community,and makes a theoretical demonstration of the comprehensive law enforcement model of natural resources from two aspects: rationality and legality.Because the comprehensive law enforcement model of natural resources is a brand-new model,before the system construction,I have selected comprehensive market supervision law enforcement and ecological environment law enforcement as the empirical investigation objects.The former is a typical case of the integrated law enforcement model within the department,and the latter It is an effective example of inter-departmental comprehensive law enforcement.These two cases present the current status of the model from the three aspects of institution setting,scope of responsibility,and power operation,and summarize the problems existing in practice.Through comparative analysis and combining the characteristics of natural resources It sorts out the difficulties that need to be overcome for the comprehensive law enforcement model of natural resources,and provides a useful reference for the construction of a comprehensive law enforcement mechanism for natural resources.Finally,the author constructs a comprehensive law enforcement model for natural resources from three aspects: organization setup,scope of responsibility,and power operation.In a word,a feasible reform of integrated law enforcement of natural resources is to consider adopting a comprehensive law enforcement model within the natural resources sector.After a period of time in this model and accumulating a certain amount of practical experience,try to choose an integrated law enforcement model of natural resources across sectors.It will be able to continue to improve the status quo of administrative enforcement of natural resources and promote the reform of the administrative enforcement system of natural resources.
