The progress of science and technology is not only an important indicator of national competitiveness,but also a key factor to promote China's economic and social development.In order to achieve high-quality economic growth,it is necessary for financial science and technology funds to continuously invest in scientific and technological innovation activities.In recent years,China has been expanding its financial support in the field of scientific and technological innovation,providing a good environment and guarantee for scientific and technological innovation activities,effectively promoting the development and progress of scientific and technological undertakings.At the same time,the efficiency of financial investment in science and technology has become the focus of research.To evaluate the efficiency of financial investment in science and technology in China will contribute to the improvement of scientific and technological innovation ability and the long-term development of economy and society.Firstly,based on the relevant literature,this paper defines and expounds the related concepts and theoretical basis involved in the efficiency evaluation of financial investment in science and technology.Secondly,the paper analyzes the scale and structure of financial investment in science and technology in China.In terms of scale,the absolute scale of China's financial investment in science and technology is increasing year by year,but there is no stable growth mechanism,and there is still room to improve the relative scale,especially the R & D investment intensity is still a certain gap compared with developed countries;in terms of structure,the proportion of local investment in China's financial investment in science and technology is increasing,the regional differences are obvious,and there are also unreasonable investment structure and insufficient investment in basic research The problem.Then,we choose financial expenditure on science and technology and full-time equivalent of R & D personnel as input indicators,patent application authorization,technology market turnover and per capita GDP as output indicators to build an index system,and use data envelopment analysis(DEA)to analyze the efficiency of financial investment in science and technology of 30 provinces,autonomous regions and municipalities in 2007-2017,and then use Malmquist Index method is used to carry out dynamic research.Through the multi-level analysis of the national,inter provincial and regional perspectives of China's financial investment in science and technology,it is found that the efficiency level of China's financial investment in science and technology is low,which fails to reach the DEA efficiency,and there is a large space for improvement,and there is a large gap between regions.The efficiency level of the eastern region is the highest,while the northeast region is the bottom.Finally,the policy recommendations based on this include: first,increase the government's financial investment in science and technology,establish and improve the growth mechanism;second,optimize the structure of China's financial investment in science and technology;third,strengthen the regional exchange of science and technology resources,promote regional coordinated development;fourth,improve the supervision mechanism of financial investment in science and technology.
