Increasing the efficiency of agricultural land and water resources utilization has always been an important goal in the reform of the agricultural irrigation management system.However,the scarcity of irrigation water sources has hindered agricultural production and sustainable development in the arid regions.Looking at the literature at home and abroad,we can find that improving the participatory irrigation management system and enhancing the enthusiasm of farmers for adopting agricultural water-saving irrigation techonology are conducive to improving the situation of scarcity of water and soil resources.However,with the increase in population,industrialization,and rapid urbanization,the conflict between water supply and demand has become increasingly prominent The implementation of an irrigation system reform,and the improvement of participatory irrigation management system,and the promotion of agriculture water.saving irrigation projects are the key to development a water saving society and poverty alleviation.In recent years,local governments in the arid regions of Western China have vigorously promoted and construction of water-saving technologies for efficient agriculture,taking into account the imperfect irrigation management system in rural areas and imperfect incentive mechanisms for water-saving agriculture,and have focused on reform of the irrigation management system to encourage farmers to participate in the village level irrigation management services and the organization of water-saving technologies and other related training.These supporting policies of local governments may directly or indirectly affect the use of drip irrigation technology and agricultural production by farmers,and ultimately affect the technical efficiency of farmers and the efficiency of agricultural land and water resources utilization.Then we cannot help asking,what is the effectiveness of the reform of the rural grass-roots irrigation management system,whether it improves the enthusiasm of farmers to use the drip irrigation technology under the mulch,so as to achieve the construction of water-saving society and the sustainable utilization of water and soil resources?In order to answer these questions,the study selected Awati County in Xinjiang as a sample area and used the 2017 rural household survey data.Firstly,we construct the PROBIT model to test the effect of participatory irrigation for farner's adoption of two types of mulched drip irrigation technologies.Testing the key variables of rural households involved in the development of village irrigation management rules,participation in trainingssupervision and management effects on farmers adoption of government drip irrigation technology and soil drip irrigation technology.Secondly,based on the research data of agricultural input and output,a DEA model based on investment perspective was adopted to measure the agricultural production efficiency of rural households and the utilization efficiency of agrricultural land and water resources in the context of participatory irrigation management.Finally,according to the results of the research and analysis,this paper proposes some policy inspirations for improving farmers' voluntary participation in the daily management of village irrigation,improving agricultural water management performance,and improving the efficiency of agricultural water and land resources utilization.This article is divided into seven chapters.The first chapter is the introduction.It mainly explains the background of this study,proposes research problems,and points out the innovation and deficiencies of the full text.Firstly,analyze the policy and factual background implied by this research question,and point out that the lack of irrigation water resources in the westerm water-shortage region constrains the development of the local socio-economic system.The reform of irrigation systems and the promotion of water-saving technologies are to improve the utilization of water and land resources and farmers is the key to increasing production and income.Participatory irrigation management changes the adoption of water-saving technologies by farmers,and ultimately affects the efficiency of the use of agricultural land and water resources.In addition,this chapter also laid down the research objectives,contents,and methods,and then determined the technical route,and finally explained the innovation and insufficiency of this research.The second chapter is the definition of the concept and the literature review.In order to further research on participatory irrigation management and farmers adoption of mulched drip irrigation technology and utilization efficiency of farmland and water resources,this part aims to summarize and sum up the past scholars in the choice of technology factors,participatory irrigation management of water-saving irrigation technology adoption,land and water resources use eflBciency effect and other aspects of the research,and then based on the definition of related concepts.The third chapter is the theoretical basis and analysis framework.This chapter first elaborates on the theory of self-governance,the theory of farmer technology adoption,the theory of agricultural technology and the economic benefits of land and water resources,and explains the relationship between this topic and this research topic,and then forms the theoretical support of the full text.Then,based on the above theoretical support,a general theoretical analysis framework for the participation of participatory irrigation management and rural household water-saving technologies is eonstructed.The fourth chapter is a descriptive statistical analysis of research data in the study area and 7 townships,17 administrative villages,and 774 peasant households,including the basic situation of the sample villages,participatory irrigation management,and the usage of mulched drip irrigation technology.It was found that the farmer households in the study area had more cultivated land,the number of farm lands was larger and the degree of decentralization was serious,and seasonal water resources shortages existed at the same time,but the activity of farmers' participation in village level irrigation management is strong,and the adoption rate of mulched drip irrigation technique is significantly different in every Township towns.The fifth chapter is the empirical analysis of the effect of participatory irrigation management on the adoption of submerged drip irrigation technology for farmers.The PROBIT model was used to examine the effect of participatory irrigation management on farmers' adoption of two types of drip irrigation technologies.We found that:(1)The participation of fanners in the formulation of irrigation management rules and the supervision of the work of water managers are significantly increasing the possibility of farmers using government drip irrigation.The reason is that government drip irrigation technology is a unified management by village collectives.Farmers participate in irrigation management,on the one hand,through the information acquisition mechanism,to reduce information asymmetry,and improve the recognition of public policies for water-saving irrigation and govenument drip irrigation technology.On the other hand,through the mutual benefit monitoring mechanism,it is conducive to the formation of internal oversight,improving the management performance of govenument drip irrigation and the availability of water resources,thereby enhancing farmers' water-saving expectations and the possibility of adopting government drip irrigation.(2)Participating in the training of water-saving irrigation technology or training related to irrigation management has positively affected farmers'adoption of drip irrigation.The reason is that farmers participate in water-saving irrigation technology training or irrigation management-related training,which can improve the awareness of the drip irrigation technology and the proficiency of the operation management,and thus positively affect the behavior decision-making of farmers using two kinds of mulched drip irrigation technologies.The sixth chapter,based on the agricultural input and output survey data,selects the DEA model based on the input perspective to calculate the efficiency of water and soil resources utilization of farmers under the background of the participatoiy irrigation management reform.It was found that the efficiency of irrigation water use and the efficiency of land resources utilization by rural households were generally low,respectively at 31.8%and 59.7%.Further,through comparative analysis of samples,it was found that the effieiency of land and water resources utilization of fanners participating in irrigation management was significantly higher than that of farmers who were not involved in irrigation management,whether in drip irrigation technology samples or in samples without drip irrigation technology.Among them,the utilization efficiency of soil and water resources(33.5%and 71.6%,respectively)of the households using membrane drip irrigation technology was significantly higher than those who did not use drip irrigation technology(31.0%and 54.3%).The seventh chapter is the conclusion and policy inspiration part of the full text,which mainly summarizes and states the conclusions of this study.Through combing these conclusions with the actual research in the study area,the following points are proposed.First of all,it is necessary to improve the grass-roots irrigation management system and strengthen the incentive mechanism and information circulation mechanism of participatory irrigation management system.Secondly,we must strengthen the support for the promotion of of mulched drip irrigation technology,increase the training of water-saving technologies,and improve the mutual benefit mechanism for participatory irrigation management.Finally,it is necessary to strengthen the water saving consciousness of farmers,improve the effective utilization of agricultural land and water resources,and increase farmers' income,and protect the sustainable use of land and water resources.
