Study On The Application Of Project Group Management Model In State-owned Geological Prospecting Units

The state-owned geological exploration units under territorial management(hereinafter referred to as geological exploration units)are important technical support forces for the protection of mineral resources and geological environment.While undertaking basic,public welfare and strategic geological exploration projects,they have actively used the advantages of geological technology to undertake a large number of commercial geological work and made outstanding contributions to the economic and social development of our country.With the increasing number of projects undertaken by geological exploration units,the traditional project management mode has been unable to meet the requirements of high-quality development,so it is necessary to find more effective methods to improve the management effectiveness.Project group management is a multi project management method developed from the traditional project management theory,which can promote the management of multiple projects to serve the same strategic goal of the organization,realize the optimal allocation of project resources,and get a good application in some it,communication,manufacturing and construction enterprises.The advantages and characteristics of the project group management theory fit the needs of the current geological exploration units.In this paper,by means of literature review,investigation,comparison and qualitative analysis,taking the geological exploration unit of G Provincial Bureau of Geology and mineral resources as an example,the applicability,mode construction and implementation path of project group management in geological exploration unit are studied in depth.At present,the geological exploration units are still in the traditional project management stage,and there are some outstanding problems in multi project management,such as low management effectiveness,low effective utilization of resources,and insufficient agreement between project management and organizational strategic objectives.Geological exploration units have a certain foundation of multi project management,and their management ideas are interlinked with the it and construction industries that have more successful application of project group management.The characteristics of geological exploration projects,such as multidisciplinary means,phased implementation,and interrelationship between them,also meet the conditions of project group construction.The implementation of project group management is necessary and applicable to geological exploration units.Based on the analysis of the development strategy of geological exploration units,three basic types of project groups,namely,customer-oriented,strategic driven and mature constraint oriented,are constructed with the goal as the guide,and the implementation model of project group management is established based on the life cycle characteristics,management levels and important management processes of the project group.On this basis,the project group management office setting scheme at unit level is proposed,and the line function system and matrix system project group management organization structure are designed according to the implementation promotion stage.This paper puts forward the implementation method of project selection and resource allocation based on the problem orientation,establishes the performance evaluation index system of project group management,which is connected with organization strategy and project management by using the theory of Balanced Scorecard,and makes case analysis andcomparison with this evaluation method to verify the effectiveness of implementing project group management in geological exploration units.The purpose of this paper is to provide a path map of application methods for the implementation of project group management in geological exploration units,which has practical guiding significance for geological exploration units to promote management innovation,improve project management performance,and promote the realization of strategic objectives.
