As one of the counter-cyclical regulation methods of macro-prudential policy,its holding or withdrawal is an important means for commercial Banks to carry out capital supervision and effectively preventing from risks.Therefore,it is necessary to study the periodicity of capital buffer of China's commercial Banks.At the same time,it has become a hot topic of research to explore whether the introduction of monetary policy,which is also a means of macro-control,will have an impact on the capital buffer ratio of commercial Banks,and then affect its counter-periodicity.Therefore,the author selected 17 Banks in China,based on the quarterly data from 2005 to 2018,carried out the analysis based on the following three points:firstly,the author built the MS-VAR model to determine whether the variation trend of the capital buffer of China's commercial Banks could exert a counter-cyclical regulating effect on the economy.The results of the model show that the fluctuation of the capital buffering ratio of listed banks in China has a reverse periodicity in the economic recession and economic stability.But in the state of high economic growth,the accumulative capital buffer is procyclical.Secondly,this paper explores whether the introduction of monetary policy will have an impact on the cyclical trend of the capital buffer ratio of Banks.The conclusion shows that under any conditions,China's monetary policy will turn the bank capital buffer ratio trend into an anti-cyclical reduction.Finally comparing three kinds of economic condition the conduct of monetary policy to the influence of different types of commercial bank's capital buffer,the result shows that monetary policy can make commercial Banks to improve the pro-cyclical,joint-stock Banks affected by times.And at the end of this paper,the author puts forward corresponding policy suggestions...
